With Diverse Areas.. Housing Ministry Launches Apartments on a 15-Year Payment Plan

The Ministry of Housing, Utilities, and Urban Communities announced the start of offering 162 new residential units, characterized as fully finished and equipped with all basic utilities such as water, sewage, and electricity.

Applications for these units will begin on Sunday, November 3, 2025, as part of the ministry’s ongoing efforts to provide diverse housing units that meet the needs of various segments of citizens.

For its part, the Executive Body confirmed that the offered units are located within buildings named “Al-Dunya,” “Al-Narges,” and “Asfour Al-Gannah” within the project established on plot No. (75) south of the neighborhoods in 6th of October City. The unit areas vary, ranging from 70 square meters to 256 square meters, making them suitable for both small and large families alike.

In a separate context, the attention of many tenants and property owners is turning to the new decision regarding the old rent law, which stipulated the extension of the work of committees evaluating residential and commercial units subject to the law.

The work of these committees was originally scheduled to end by the close of October this year; however, the extension aims to complete the process of inventorying and evaluating them accurately before officially approving and implementing the new rental values.

Regarding the implementation of the old rent law and the procedures of the committees, Law No. 164 of 2025 came into effect mid-this year. This law stipulates the formation of committees in each governorate to determine the fair rental value based on the level of services and the geographical location of each area. Under the extension decision, these committees will continue their tasks until the beginning of next year, with an official announcement of the new values once approved.

Concerning the increases stipulated by the new law, a preliminary increase in rental values has been set at a rate ranging between 10 and 20 times the old value, depending on the area category. The minimum rent is set at 250 EGP for economic units, 400 EGP for medium units, and 1000 EGP for prime areas. The law also stipulates a fixed annual increase of 15%, applied automatically without the need for a new agreement between the parties to the tenancy relationship.

Until the committees finish their work and the final evaluations are approved, the collection of a fixed preliminary value for each unit is permitted according to the pre-determined minimum. The values will be reviewed and adjusted later after the evaluation work is completed.

These adjustments are expected to contribute to achieving a fair balance in the relationship between the owner and the tenant, in addition to re-pricing old units in a way that reflects their current market value.
