The Social Housing and Mortgage Finance Fund has announced the launch of an electronic service for issuing housing unit clearance certificates. The new service aims to simplify procedures for citizens and allow them to obtain proof of full payment of all financial dues related to their units without having to visit the relevant authorities to complete paper-based procedures.
Engineer Randa El-Menshawy, Minister of Housing, Utilities, and Urban Communities, explained that the new service is part of the ministry’s efforts to facilitate transactions for citizens and reduce the time and effort required to complete clearance procedures.

Mai Abdel Hamid, CEO of the Social Housing and Mortgage Finance Fund, said that launching the electronic clearance service is part of the Fund’s efforts to digitize all services provided to citizens. This approach makes services easier to access and enhances transparency.
She added that the Fund launched two electronic services this year: early repayment and ownership transfer, in addition to the new service for issuing clearance certificates.
Application Steps
Citizens wishing to use the service must create an account through the electronic clearance service website. They must then activate the account using a one-time password (OTP) sent to the mobile phone number registered with the Fund or the number provided when creating the account.

The citizen must then upload the required documents in PDF format. These include the original clearance certificate issued by the financing entity, specifying the financing date and repayment date, in addition to the unit handover report or a certificate issued by the relevant Housing Directorate.
The required documents also include the mortgage, cash, or installment financing contract, a copy of the national ID card, and an official power of attorney if a representative is acting on the citizen’s behalf. In cases of death, applicants must provide the inheritance declaration, copies of the heirs’ national ID cards, and approval from the Guardianship Prosecution if any heirs are minors.
Review and Payment of Fees
Mai Abdel Hamid noted that the Fund’s relevant departments begin reviewing submitted applications and documents before determining the amounts due from the customer. These amounts include clearance issuance fees and a maintenance fee, if applicable.
The citizen is notified by SMS to visit one of the Egypt Post branches to pay the required amounts. Uploading the payment receipt through the electronic service website is mandatory to complete the procedures. The Fund also confirmed that clearance issuance fees are non-refundable.
Receiving the Certificate
After completing the application review, paying all outstanding amounts, and finalizing the required signatures and stamps, the Social Housing and Mortgage Finance Fund sends the citizen an SMS instructing them to visit the Fund’s headquarters to collect the clearance certificate.
