The government is preparing to launch the first phase of its rent-to-own housing project, aimed at providing residential units under a system that allows citizens to live in a home by paying a fixed monthly rent without a reservation down payment, while giving them the option to own the unit at a later stage, subject to specific terms and conditions.
The first phase is expected to include between 25,000 and 30,000 residential units, with the government planning to gradually expand the project to reach a total of approximately 100,000 units in the coming phases.
How Does the Rent-to-Own System Work?
The project offers residential units without requiring applicants to pay a reservation down payment. Instead, beneficiaries will pay a fixed monthly rent while being granted the opportunity to purchase the unit in the future in accordance with conditions to be announced by the relevant authorities.
The initiative comes as part of the government’s efforts to provide a variety of housing options that meet the needs of different segments of society, particularly young people and families who cannot afford to purchase a home through a lump-sum payment.
Eligibility Requirements for Rent-to-Own Apartments
The relevant authorities have set a number of basic requirements for applicants seeking to benefit from the new housing units, including:
- The applicant must be an Egyptian citizen.
- The applicant must be at least 21 years old.
- The applicant must not own a residential unit or house.
- The applicant must not have previously received a housing unit through any government housing project.
- The applicant must not have previously benefited from subsidized mortgage finance programs.
Cities Expected to Be Included in the First Phase
The Ministry of Housing is studying the launch of the new units in several cities near Greater Cairo to provide housing close to employment centers and essential services. The proposed cities include:
- 10th of Ramadan City.
- Obour City.
- Helwan.
- Ma’sara.
- Al Amal City.
The ministry aims to select locations with suitable transportation networks and integrated services to encourage residents to move to new cities and maximize the project’s benefits.
Eligible Categories for Rent-to-Own Apartments
The government seeks to ensure that housing support reaches those who need it most. The targeted groups are expected to include:
- Low-income citizens who require direct support to obtain suitable housing.
- Middle-income citizens seeking affordable housing without relying on traditional homeownership methods.
- Citizens who do not own residential property and are looking for practical housing solutions.
Required Documents for Application
Applicants are expected to prepare the following documents:
- A copy of the national ID card for both husband and wife.
- An official document showing monthly income.
- A certified income certificate for self-employed individuals and business owners.
- Copies of birth certificates for minor children.
- A recent utility bill for the current residence.
- A social insurance record, if applicable.
- A declaration confirming that the applicant has not previously received government housing support or a subsidized housing unit.
The government is expected to announce the final details of the offering, including reservation dates and the official terms and conditions booklet, once the project’s regulatory procedures have been completed.
