Dr. Manal Awad, Minister of Local Development, has referred the Director of the Housing Department and a number of district planning managers, engineers, and technicians, along with officials responsible for state-owned land and encroachments in El-Marg and El-Salam First districts in Cairo Governorate, to the Public and Administrative Prosecution for investigation.
This decision came after a committee formed by the ministry uncovered serious violations, including widespread unlicensed construction activities, failure to register official reports or issue demolition orders, in addition to negligence in responding to the Spatial Variables Monitoring System and the Military Survey Authority.
The Minister clarified that this step comes in response to the directives of President Abdel Fattah El-Sisi and the instructions of the Prime Minister to intensify oversight on violations related to construction and state-owned land, ensuring strict action is taken against all forms of encroachments.

She pointed out that the committee, headed by Dr. Said Helmy Abdel Khaleq, Head of the Strategic Management and Local Development Sector, recorded during its field tours in the El-Marg and El-Salam First areas numerous violations, including the construction of new buildings without permits, delays in executing immediate demolition orders, and the presence of 3,776 illegal spatial changes. The violations also included receiving reconciliation requests for newly constructed buildings that were built after the enforcement of the law.
The Minister stated that the committee has already started demolishing 26 newly built illegal properties and has seized construction equipment, including 3 mixers, 5 tons of steel, and 30 tons of cement, in addition to removing 6 cases of encroachment on state-owned land.
Dr. Manal Awad affirmed that the ministry will continue to conduct regular field inspections across all governorates to ensure continuous monitoring and the immediate execution of demolitions, while holding negligent officials accountable and working to improve the quality of services provided to citizens to enhance their satisfaction.
