Prime Minister Dr. Mostafa Madbouly reviewed the status of payments owed to the New Urban Communities Authority (NUCA) by several ministries and government entities during a meeting held today.
The meeting was attended by Ahmed Kouchouk, Minister of Finance; Eng. Randa El Menshawy, Minister of Housing, Utilities, and Urban Communities; Dr. Ahmed Rostom, Minister of Planning and Economic Development; Dr. Walid Abbas, Deputy Minister of Housing, Utilities, and Urban Communities for Urban Communities; Ahmed Abu Saada, Vice Chairman of the New Urban Communities Authority for Financial, Administrative, and Human Resources Affairs; Dr. Ahmed Samir, Head of the Infrastructure Budgets and Economic Affairs Sector at the Ministry of Finance; and Magdy Mahfouz, Head of the Financing Sector at the Ministry of Finance.
The Prime Minister opened the meeting by emphasizing the important role of the New Urban Communities Authority and the projects it is implementing to support planned and sustainable urban expansion. He stressed the need to expedite the payment of the Authority’s outstanding dues by several ministries and government entities to help it achieve its objectives and continue its role in promoting comprehensive urban development.
Counselor Mohamed El Homosany, the official spokesperson for the Cabinet, stated that the meeting reviewed the financial position of the New Urban Communities Authority and the status of collecting its outstanding dues. He noted that a summary was presented of the authority’s total receivables from government entities, along with the amounts it had disbursed on behalf of those entities through July 2026.
The Cabinet spokesperson added that the meeting also reviewed the Authority’s expenditures related to the transfer of assets, including land and public service buildings, in coordination with the Ministries of Finance and Planning and Economic Development, to the competent authorities in the new cities. It also covered public service buildings implemented under the authority’s new cities development plan.
Counselor Mohamed El Homosany further explained that the meeting reviewed a number of projects financed by the Authority, as well as the expected cash liquidity position for the period from July through December 2026. This included a presentation of the authority’s projected total revenues and expenditures.
He noted that the New Urban Communities Authority is currently carrying out financial settlements to resolve outstanding financial interrelations between the authority and government entities in cooperation with the ministries of finance and planning.
El Homosany also indicated that the meeting discussed ways to maximize the Authority’s financial resources and reviewed the funding status of ongoing projects. At the conclusion of the meeting, the prime minister directed the relevant authorities to follow up on the agreed measures to ensure the swift payment of the authority’s outstanding dues related to a number of projects.
