Dr. Mostafa Madbouly, the Prime Minister, chaired a meeting today to follow up on the current progress of procedures related to reconciling building violations and regularizing their legal status.
The meeting was attended by Dr. Manal Awad, minister of local development and environment; Engineer Randa El Menshawy, minister of housing, utilities, and urban communities; Counselor Hani Hanna, minister of parliamentary affairs; Counselor Mahmoud Helmy El Sherif, minister of justice; Major General Mohamed El Gedawy, director of the licensing department at the engineering authority of the armed forces; along with several other officials.
Meeting Discussions
Counselor Mohamed El Homsani, the Cabinet’s official spokesperson, stated that the session addressed the challenges and obstacles that have appeared during the application of the building reconciliation law. In this regard, several proposed legal amendments were presented and mutually approved by the relevant authorities, aiming to help overcome these issues.
The meeting also highlighted the lack of commitment from a number of applicants seeking reconciliation. The Minister of Local Development noted that approximately 950,000 files were submitted containing only reconciliation requests and copies of national ID cards, without completing the remaining required documents and procedures.
As a result, multiple notifications and official correspondence were sent to these applicants, but no responses were received to complete the missing requirements. Dr. Manal Awad further reviewed the state’s ongoing efforts to implement Law No. 187 of 2023 and its executive regulations.
These measures include establishing an electronic system in coordination with the Ministry of Planning and Economic Development, using SMS notifications to inform citizens of updates, and preparing valuation maps for each area.
They also involve defining the coordinates of competent authorities and urban boundaries to automatically calculate reconciliation fees based on land area and price per square meter. In addition, the system supports the digitization of work within local administrative units (cities and districts) to enhance governance, along with the use of tablets to upload geographic coordinates.
She also emphasized that governorates have intensified awareness campaigns encouraging citizens to either complete their reconciliation files or submit new applications for building violations. These campaigns include text messages, registered mail, door-to-door outreach, street advertisements, and broader public awareness initiatives across all governorates.
The minister of local development and environment reaffirmed the state’s continued commitment to facilitating reconciliation procedures while maintaining a balance between enforcing the law and taking into account the social dimension for citizens. This approach aims to help regularize situations, preserve urban planning, and support ongoing development efforts across the governorates.
