President Abdel Fattah El-Sisi has directed that the draft law on criminal procedures be returned to the House of Representatives for further review of the articles that have raised certain objections.
The draft law had been submitted by the House of Representatives on August 26, 2025, requesting its issuance. However, numerous appeals were presented to the President to reconsider some of its provisions. The contested articles address issues related to principles of governance, ensuring clarity and practicality, which require revision to strengthen guarantees concerning the sanctity of private homes and the protection of defendants’ rights during investigation and trial stages.

The proposals also include reducing reliance on pretrial detention by providing more effective alternatives, as well as working to eliminate ambiguities in the legal text to avoid multiple interpretations or challenges during practical application. In addition, the directive aims to grant sufficient time for ministries and concerned authorities to prepare for the implementation of the new mechanisms and models included in the draft law, and to ensure accurate understanding of its provisions—facilitating its application in a way that achieves swift justice in line with the constitution and the law.
