The Egyptian Official Gazette (Al-Waqa’i Al-Misriya) has published Ministry of Housing, Utilities, and Urban Communities Decree No. 758 of 2026 concerning the removal of the property located at 6 Ibn Battuta Street, Omraniya, from the Giza Governorate Architectural Heritage Register, in implementation of the court ruling issued in Case No. 33904 of Judicial Year 77 during the session held on November 26, 2025, while observing the implementation guidelines set out in the State Lawsuits Authority’s Letter No. 2 dated February 5, 2026, regarding the matter.
Decision Text
Ministry of Housing, Utilities, and Urban Communities Decree No. 758 of 2026 of The Minister of Housing, Utilities, and Urban Communities, after reviewing the Constitution;
Law No. 144 of 2006 regulating the demolition of buildings and structures that are not at risk of collapse and the preservation of architectural heritage, along with its Executive Regulations and amendments; Presidential Decrees No. 258 of 2024 and No. 75 of 2026 concerning the formation of the Cabinet;
Prime Minister’s Decree No. 2276 of 2006 establishing the standards and specifications for buildings and structures of distinguished architectural character; Prime Minister’s Decree No. 2273 of 2010 concerning the registration of certain properties in the Giza Governorate Architectural Heritage Register;
Prime Minister’s Decree No. 243 of 2019 delegating to the Minister the powers stipulated under the aforementioned law concerning the registration, addition, and removal of properties in accordance with Article Two of the law;
Ministerial Decree No. 1204 of 2024 establishing a working group within the Ministry to undertake the necessary procedures for registering, adding, or removing buildings and structures from the inventory register of architecturally distinguished buildings and structures in the governorates in accordance with the provisions of the aforementioned law and its amendments;
The letter of the Governor of Giza No. 305 of 2026 and its attachments regarding the property located at 6 Ibn Battuta Street, Omraniya; A copy of the ruling issued by the Administrative Court – Fifth Circuit – in Case No. 33904 of Judicial Year 77 during the session held on November 26, 2025, bearing the executive formula, which accepted the case in form and ruled on the merits to annul the challenged decision together with all resulting legal effects;
The State Lawsuits Authority’s Letter No. 2 dated February 5, 2026, confirming that it has no objection to implementing the ruling in accordance with its operative provisions and reasoning while observing the legally prescribed implementation controls;
The letter of the Deputy President of the State Council and Legal Adviser to the Minister, No. 224 of 2026, stating that there is no objection to preparing a ministerial decree to remove the property; And upon the submission of the First Undersecretary of the Ministry, Head of the Housing and Utilities Sector, and Chairman of the Working Group;
Article One
The property located at 6 Ibn Battuta Street, Omraniya, shall be removed from the Giza Governorate Architectural Heritage Register in implementation of the court ruling issued in Case No. 33904 of Judicial Year 77 during the session held on November 26, 2025, while observing the implementation guidelines set out in the State Lawsuits Authority’s Letter No. 2 dated February 5, 2026, regarding the matter.

This decision shall be published in the Egyptian Official Gazette (Al-Waqa’i Al-Misriya). Minister of Housing, Utilities, and Urban Communities, Eng. Randa El Menshawy.
