As part of implementing the directives of Engineer Randa El Menshawy, Minister of Housing, Utilities, and Urban Communities, to continue supporting investment, facilitate procedures for investors, and strengthen digital transformation and governance, the New Urban Communities Authority (NUCA) has continued offering a wide range of investment opportunities through its digital investment platforms for both Egyptian and foreign investors.

These efforts aim to attract more investments, maximize the utilization of state-owned assets, and accelerate development across Egypt’s new cities. El Menshawy affirmed that the Ministry of Housing places great importance on developing the investment system in new cities by making investment opportunities available through transparent and fully digital platforms that ensure speed and efficiency in procedures.

She noted that this approach aligns with the state’s digital transformation strategy while creating an attractive investment environment for both domestic and international investors.

The Minister added that these investment offerings are part of the state’s strategy to achieve sustainable urban development and increase private sector participation in implementing development projects, in line with the objectives of Egypt Vision 2030.

She explained that these initiatives further strengthen the role of new cities as urban and economic hubs capable of attracting residents and investments, particularly in light of the unprecedented progress achieved in infrastructure and public services.

She also emphasized that new cities across the country represent the driving force behind Egypt’s urban development during the current phase, accommodating millions of residents while providing promising investment opportunities across various sectors.

Meanwhile, Dr. Walid Abbas, Deputy Minister of Housing for Urban Communities, stated that approximately 230 investment opportunities in the form of land plots had been offered as of July 15, including 80 investment opportunities through the Investor Services Portal for Egyptian companies via https://assign.newcities.gov.eg/. Plot sizes range from 500 square meters for small and medium-sized projects to more than 100,000 square meters for large-scale and mixed-use developments.

He added that these offerings cover more than 15 investment sectors, including commercial, administrative, medical, educational, sports, entertainment, hospitality, tourism, service, and logistics activities, in addition to mixed-use developments. The opportunities are available across several new cities, including New Cairo, New Damietta, New Salhia, Obour, New Obour, Badr, 15th of May, New Qena, and several cities in Upper Egypt, among others.

Dr. Walid Abbas further noted that during June 2026, the Authority received approximately 222 applications from foreign companies. In addition, nearly 150 investment opportunities had been offered as of July 15 through the Foreign Investment Portal at https://foreigninvest.newcities.gov.eg/.

These opportunities range in size from 1,000 square meters to more than 120,000 square meters and are distributed across several cities, including New Cairo, El Shorouk, 6th of October, New October, Obour, New Obour, Badr, 15th of May, New Alamein, and several cities in Upper Egypt.

The Deputy Minister explained that the offered investment opportunities are strategically located within prime areas of the new cities, along major roads and regional highways, and in densely populated districts, enhancing the economic feasibility of projects and maximizing investment returns.

In the same context, Engineer Ahmed Ibrahim, vice chairman of the New Urban Communities Authority for Planning and Projects, highlighted the continued development of the authority’s digital investment system as part of the ministry’s digital transformation plan.

He explained that the system digitizes every stage of the investment process, beginning with announcing investment opportunities and providing maps, data, and documents electronically, followed by application submission and tracking, and concluding with evaluation procedures and decision issuance. This integrated approach significantly reduces processing time and improves the efficiency of services provided to investors.

He added that the governance framework is based on unifying procedures across all new city authorities, applying standardized criteria for evaluating applications, and providing accurate and regularly updated data. All stages of the investment process are electronically documented to ensure easy review and tracking while reinforcing the principles of transparency, integrity, and equal opportunity.

The system also integrates multiple databases and digital platforms, enabling faster decision-making, more efficient management of investment land, and greater investor confidence in Egypt’s investment and urban development framework.
