Engineer Mohamed El Ezzouni, Head of the New Minya City Authority, affirmed that the authority is continuing its intensive field inspection campaigns to monitor social housing units and ensure compliance with the legal regulations governing occupancy.
The campaigns are part of ongoing efforts to detect violations, strictly enforce the law, safeguard citizens’ rights, maintain the stability of residents in new cities, and ensure that government housing support reaches its rightful beneficiaries.
These campaigns are being carried out in line with the directives of Engineer Randa El Menshawy, Minister of Housing, Utilities, and Urban Communities, under the supervision of Dr. Engineer Walid Abbas, Deputy Minister of Housing, Utilities, and Urban Communities, and Mai Abdel Hamid, CEO of the Social Housing and Mortgage Finance Fund. The initiative also aligns with the Ministry of Housing’s plan to strengthen oversight of social housing units and prevent any violations or misuse of state-provided housing support.
El Ezzouni directed the judicial inspection committee, composed of authorized judicial officers from the city authority, to intensify field inspections across all neighborhoods of the city. The committee has been tasked with conducting comprehensive inspections of social housing units to verify that beneficiaries are complying with the legal conditions and regulations governing occupancy.
The inspection tours focused on enforcing the provisions of Law No. 93 of 2018 on Social Housing and Mortgage Finance Support. The committee verified the identities of occupants and ensured that no violations had occurred, including the sale, rental, or change of the designated use of the units. These efforts aim to protect the rights of legitimate beneficiaries and prevent any attempts to exploit the government housing subsidy for commercial gain.
The campaign included extensive field inspections of several residential buildings. The judicial inspection committee, in coordination with the Construction Police in New Minya City, reviewed allocation documents and occupancy records, verified the identities of residents, and matched the information with official records to ensure the legal status of every housing unit.
The campaign resulted in the detection of several violations, with the necessary legal reports filed against the violators. All legal procedures stipulated under Law No. 93 of 2018 were initiated, including penalties that may extend to the cancellation of the housing allocation and the withdrawal of the unit if violations of the social housing eligibility conditions are confirmed.
El Ezzouni emphasized that the New Minya City Authority will continue carrying out periodic field inspection campaigns across all neighborhoods to preserve the city’s urban character and prevent any manipulation of the social housing units allocated by the state to eligible citizens. He stressed that the law will be enforced firmly and without exception to protect public funds and ensure that housing support reaches those who truly deserve it.
He added that members of the judicial inspection committee work in full coordination with security authorities and the relevant departments within the city authority to detect violations immediately and take the necessary legal action. These efforts are intended to strengthen discipline within social housing projects, reinforce confidence in the state’s housing support system, and provide citizens with a decent standard of living.
He also stressed that monitoring and inspection campaigns will continue on a regular basis to ensure full compliance with the laws and regulations governing occupancy of social housing units, protect the rights of legitimate beneficiaries, support the stability of new urban communities, and achieve fairness in the distribution of housing support.
