In issue No. 223 of the Egyptian Gazette, dated October 6, 2025, the Ministry of Housing, Utilities, and Urban Communities issued Decision No. 869 of 2025 regarding the adoption of the Guide for Urban Quality of Life Indicators.
The Egyptian Gazette clarified that the decision was issued based on Law No. 6 of 1964 concerning design principles and conditions for implementing construction and building works. It also referenced Presidential Decrees No. 63 and 64 of 2005 regarding the reorganization of the National Housing and Building Research Center and its executive regulations, in addition to Presidential Decree No. 258 of 2024 related to the formation of the Cabinet.
The publication further pointed to Ministerial Decree No. 258 of 2018 issued by the Minister of Housing, Utilities, and Urban Communities, which established the Permanent Committee for preparing the Egyptian Code for Quality of Life Indicators.

It also referenced the memorandum related to the preparation of the Urban Quality of Life Indicators Guide and the decision of the Chairman of the National Housing and Building Research Center, No. 61 of 2024, which formed a specialized committee to draft the guide. Moreover, the decision relied on the memorandum submitted by the Chairman of the Center concerning the implementation of the guide.
