Eng. Mahmoud Mourad, head of the New Obour City Development Authority, announced that, in implementation of the directives of Eng. Randa El Menshawy, minister of housing, utilities, and urban communities, the authority has successfully completed seven manual public draws held on July 28 and 29, 2026, to allocate plots to citizens whose legal status had been regularized in several areas added to New Obour City.
The draws were conducted as part of the ongoing allocation procedures while reinforcing the principles of transparency, equal opportunity, and the state’s continued efforts to finalize the legalization of land status.
In a statement issued on Thursday, Minister Randa El Menshawy said that the public draws are part of the Ministry of Housing and the New Urban Communities Authority’s commitment to completing status regularization procedures in accordance with the established regulations.
She explained that these efforts aim to provide legal stability for citizens, strengthen confidence in the system, and ensure that all necessary measures are taken to finalize this file within a defined timetable.
For his part, Dr. Walid Abbas, Deputy Minister of Housing for Urban Communities Affairs, affirmed that the achievements in New Obour City reflect the success of coordination among all relevant entities.
He noted that the ministry continues implementing a comprehensive plan to complete status regularization procedures across various new cities, ensuring the protection of citizens’ rights, enhancing urban stability, and creating new investment opportunities that support the ongoing development of Egypt’s new urban communities.
Dr. Ahmed Amara, Supervisor of the Real Estate and Commercial Affairs Sector at the New Urban Communities Authority, stated that the progress achieved in the land status legalization file is the result of integrated efforts and continuous coordination among the authority’s various sectors and new city authorities.
He emphasized that infrastructure projects are being completed in parallel to ensure plots are ready for handover and to establish an integrated urban environment that enables citizens to obtain building permits and begin construction. These efforts support the state’s strategy to conclude the land legalization file, reinforce legal stability for citizens, and advance sustainable urban development in New Obour City.
Eng. Mahmoud Mourad, Head of the New Obour City Development Authority, explained that manual public draws numbered (43) through (49) were conducted at the authority’s headquarters in accordance with the schedule announced in the Official Gazette.
He noted that the draws were carried out in an atmosphere of transparency and discipline, in the presence of State Council representatives Counselor Medhat El Saadany and Counselor Dr. Ahmed Saeed, as well as assistants to the NUCA Vice President for the Real Estate and Commercial Affairs Sector, Mr. Mohamed Khairy and Dr. Mostafa Solima, in addition to representatives from the New Urban Communities Authority and the New Obour City Development Authority.
The draws covered the allocation of plots for citizens whose legal status had been regularized for service-related activities within the former Al Adleya Agricultural Cooperative for Land Reclamation, as well as individual members whose status had been regularized under the in-kind system within the former Heliopolis Cooperative Association.
They also included customers who had paid the required down payments for the plots allocated to them through status regularization by July 16, 2026, in the Al Qadisiyah, Kilometer 48, and Al Amal areas, according to the different plot-size categories. In addition, the draws covered owners of large plots in Al Qadisiyah and members of the former Al Adleya Agricultural Cooperative for Land Reclamation holding large residential plots.
