Engineer Randa El Menshawy, minister of housing, utilities, and urban communities, stated that the ministry places significant importance on advancing the legislative and regulatory framework governing the real estate sector, in line with the rapid developments occurring in the market.

This approach helps regulate and organize the real estate system, safeguard the rights of all stakeholders, and maintain a balanced relationship between developers, citizens, and investors.

She further noted that the Ministry is also focused on upgrading operational mechanisms, advancing digital transformation, and streamlining procedures. These efforts contribute to improving the business climate, enhancing service delivery efficiency, and reinforcing governance and transparency across the real estate sector.

This statement came during Engineer Randa El Menshawy’s participation on Wednesday in the 6th edition of the Akhbar El-Youm Real Estate Conference, held under the theme “The Egyptian Real Estate Industry: Attractive Investments and Promising Opportunities.”

In her remarks, she expressed her satisfaction with taking part in this year’s edition, emphasizing that the conference has become a key national platform for dialogue on the future of real estate and urban development in Egypt.

She also extended her appreciation to the Akhbar El-Youm Foundation for organizing the event, which continues annually to support national discussions on development, urban growth, and investment-related issues.

The minister emphasized that this year’s theme, “The Egyptian Real Estate Industry: Attractive Investments and Promising Opportunities,” accurately reflects the current phase of Egypt’s real estate sector, which is experiencing remarkable development in terms of project scale, diversity of investment opportunities, and a shift toward more sustainable, smart, and competitive urban models.

She stated, “Over the past years, the Egyptian state has witnessed a comprehensive urban renaissance, led by a clear vision from President Abdel Fattah El-Sisi, based on reshaping Egypt’s urban map and building integrated urban communities capable of accommodating population growth, achieving economic development, and improving the quality of life for citizens.”

She added that, within this vision, the state has succeeded in doubling inhabited areas, establishing fourth-generation cities, upgrading infrastructure, and executing housing projects across various segments. In addition, major national projects have been launched that serve as models of modern urban development.

She further explained that the real estate sector has become one of the most attractive sectors for investment and a key driver of the national economy, not only because of the direct and indirect job opportunities it creates but also due to its linkage with more than 100 industries and various economic activities.

The minister of housing stressed that the expansion and growth witnessed in the real estate sector place a significant responsibility on ensuring the sustainability of this growth, enhancing competitiveness, and improving the overall efficiency of the sector.

From this perspective, the Ministry of Housing, Utilities, and Urban Communities is working along several strategic directions, foremost among them strengthening partnerships with the private sector as a key partner in urban development efforts.

She highlighted that the state believes sustainable development cannot be achieved without integrating the roles of government, developers, and investors. She also noted that the Ministry has recently expanded investment opportunities and introduced diverse partnership models, helping accelerate development, maximize asset utilization, and achieve a balance between development objectives and economic returns.

She added: “We are also working to provide a more attractive and flexible investment environment based on transparency and clarity, strengthening the confidence of both local and foreign investors in the Egyptian real estate market, especially given Egypt’s strong potential and promising opportunities across new cities and development areas.”

The minister pointed out that Egypt considers the real estate sector a strategic industry with strong growth and expansion potential in the coming years, particularly with the ongoing development of new cities as a cornerstone of sustainable urban development.

She explained that these cities are no longer just residential zones but integrated communities offering opportunities for living, working, and investment, including educational, healthcare, and recreational services, in addition to industrial, commercial, and logistics areas. This supports balanced population distribution and development across the country.

She also referred to the rising demand for mixed-use developments that combine residential, commercial, administrative, and entertainment functions within integrated urban frameworks. This reflects changing market needs and evolving lifestyles and work patterns, highlighting the importance of modern urban concepts based on quality of life, sustainability, and efficient resource use.

The minister noted that development in coastal and touristic cities represents one of the most promising opportunities for the Egyptian real estate sector, given Egypt’s natural advantages and distinguished locations along the Red Sea and Mediterranean coasts.

She added that the state has placed strong emphasis on developing coastal regions through integrated urban and tourism projects aimed at enhancing competitiveness, attracting investment, achieving economic growth, and creating job opportunities.

In this context, she explained that several new coastal cities, including New Alamein City, have emerged as models of modern development, featuring advanced infrastructure and diverse residential, tourism, and service projects that support the national economy and strengthen Egypt’s position on regional and global investment and tourism maps.

She also confirmed that the Egyptian real estate market is witnessing growing interest from regional and international investors, driven by stability, available opportunities, and large-scale national projects that reflect the seriousness of the state’s development vision.

She added that economic reforms, improvements in the investment climate, and infrastructure development have all contributed to strengthening investor confidence in the Egyptian market and opening new avenues for partnerships and investment in urban and real estate sectors.

The minister further noted that Egypt’s urban boom is closely tied to major infrastructure development, particularly in roads and transportation networks, which form the true foundation for attracting investment and driving development.

Over recent years, the state has implemented a national network of roads, avenues, and bridges, alongside expanding water, sanitation, energy, and telecommunications projects. These efforts have improved quality of life, enhanced nationwide connectivity, and created a suitable environment for urban and investment growth.

Engineer Randa El Menshawy affirmed that what has been achieved on the ground reflects the state’s steady progress toward building an integrated and sustainable urban future based on scientific planning, effective partnerships, and investment in both people and places, ensuring comprehensive development for present and future generations.

She added that the success of the Egyptian real estate sector depends on true integration between the state, private sector, financial institutions, developers, and national media, as embodied in this important conference.

In conclusion, the Minister reaffirmed the Ministry’s commitment to continuing dialogue with all development partners and working collaboratively to enhance the competitiveness of the Egyptian real estate market, create an attractive investment environment that supports economic growth, generates job opportunities, and contributes to building modern, sustainable cities in line with the vision of the New Republic.
