Engineer Randa El Menshawy, Minister of Housing, Utilities, and Urban Communities, reviewed the latest developments in the regularization of lands added to a number of new cities.
She emphasized that the Ministry continues to implement a comprehensive plan aimed at legalizing land statuses, ensuring stability for citizens, maximizing the value of state-owned assets and land, and supporting sustainable urban development.
Reviewing Regularization Applications
The Minister explained that new city authorities are continuing to examine applications for land status regularization and finalize eligible files in accordance with the approved regulations and requirements.
She noted that procedures are being streamlined and review periods shortened, helping accelerate the issuance of decisions for serious applicants while maintaining full transparency and governance throughout all stages of the process.
Engineer Randa El Menshawy also stressed the importance of ongoing monitoring of progress through periodic reports and coordination meetings with officials from the New Urban Communities Authority (NUCA) and heads of the new city development authorities where the added lands are located.
She directed officials to expedite the review of completed applications and maintain continuous communication with citizens to clarify the required procedures, ensuring faster completion rates and higher operational efficiency.
In this context, the minister received a report on the outcomes of field inspections carried out by officials from the New Urban Communities Authority and city development authorities, as well as meetings held to monitor progress on the regularization process.
Engineer Ahmed Ali, Vice President of the New Urban Communities Authority for Utilities, inspected the eastern extension of El Shorouk City to review the progress of utility infrastructure projects in the Al Rabia and Al Salam areas, where citizens’ land statuses are currently being legalized.
The visit was attended by Engineer Mohamed Ahmed Zakaria, Head of the El Shorouk City Development Authority, along with several NUCA and city authority officials. The vice president began his tour by inspecting ongoing utility projects in the Al Rabia and Al Salam areas. He reviewed the implementation progress of drinking water networks, sewage systems, and road foundation and aggregate works.
He also inspected the construction materials warehouse, reviewed the implementation status of electricity networks and power supply sources, and assessed completion rates and performance across the various project sites. He stressed the importance of adhering to the approved project schedules and completing all works according to the highest quality standards.
The report stated that Engineer Mohamed Ahmed Zakaria announced the completion of the review of all land status regularization applications submitted by customers under the added lands file, marking a significant step toward completing the legalization process and accelerating work on the file.
He explained that the next phase will involve the gradual announcement of the names of applicants whose land statuses have been successfully regularized through the authority’s official page, along with continuous updates on procedural developments.
The report also noted that Engineer Mahmoud Mourad, Head of the New Obour City Development Authority, announced the completion of legalization and regularization procedures for lands belonging to the former Al Adliya Agricultural Cooperative Association for Land Reclamation within New Obour City. The process included the approval of the association’s master plan covering an area of 585 feddans.
Engineer Mahmoud Mourad also conducted an inspection tour to monitor road works and electricity networks in the former Al Amal Lands area to assess implementation progress, ensure adherence to the approved timelines, and verify construction quality. In addition, he chaired the authority’s weekly Real Estate Committee meeting.
The meeting, attended by representatives of the relevant departments, reviewed a number of files and applications submitted by citizens, monitored the progress of legalization, land allocation, and ownership transfer procedures, and discussed ways to accelerate completion rates and simplify administrative processes while protecting citizens’ rights and serving the public interest.
Engineer Mahmoud Mourad also held an expanded meeting with a number of landowners in the Al Talaea area in preparation for the delivery of the first batch of plots to their rightful owners.
He noted that the authority is working to remove any obstacles facing citizens and simplify the administrative and legal procedures associated with the handover process, ensuring faster completion and the highest levels of transparency and facilitation.
