Eng. Randa El-Menshawy, Minister of Housing, Utilities, and Urban Communities, held her regular meeting to review the implementation status of housing projects in several new cities. The meeting was attended by Eng. Ahmed Omran, deputy minister of housing for utilities; senior officials from the ministry and the New Urban Communities Authority (NUCA); and Mai Abdel Hamid, CEO of the Social Housing and Mortgage Finance Fund.
At the beginning of the meeting, Eng. Randa El-Menshawy emphasized that the housing sector remains one of the Egyptian state’s top priorities, in line with the political leadership’s directives to continue providing diverse housing units that meet the needs of different segments of citizens while adhering to the highest standards of quality and implementation, thereby supporting urban development.
The Minister of Housing affirmed that the presidential initiative “Housing for All Egyptians” represents a successful model of the state’s efforts to provide suitable housing for citizens. She noted that the ministry continues to expand housing projects targeting low- and middle-income citizens while offering new housing units with high-quality specifications and flexible payment systems that meet citizens’ needs.
During the meeting, Eng. Randa El-Menshawy reviewed the implementation progress of various housing projects and the scheduled timelines for delivering units to beneficiaries. She also examined the status of utilities and service infrastructure under the presidential “Housing for All Egyptians” initiative for low-income citizens in the cities of New Minya (13,524 housing units), New Mallawi (180 housing units), and West Qena (3,264 housing units).

The minister also reviewed the progress of several investment housing projects, including 720 units under the Sakan Misr project in West Qena City, 2,064 units of Distinguished Housing in New Suez City, 5,760 units under the Sakan Misr project, 16,608 units under the Janna project, and 2,103 villas in New Mansoura City, in addition to 1,024 units under the Janna project in New Mallawi City.
The Minister of Housing stressed that the ministry is implementing a comprehensive vision that extends beyond constructing housing units to creating fully integrated urban communities equipped with educational, healthcare, commercial, and recreational services, ensuring greater stability for residents and enhancing the attractiveness of new cities.
In this context, Eng. Randa El-Menshawy directed that service and commercial projects be offered to investors, contributing to the provision of various services and facilities for residents, boosting development rates in new cities, increasing revenues, and maximizing the utilization of available assets.
During the meeting, Mai Abdel Hamid, CEO of the Social Housing and Mortgage Finance Fund, reviewed the progress of the housing project being implemented in partnership with private-sector real estate developers under the presidential “Housing for All Egyptians” initiative. She explained that the offering attracted strong interest from developers, with 137 applications submitted to reserve the land plots allocated for the project.
It was also noted that the technical evaluation of the sealed proposals submitted by real estate developers officially began on Monday, June 22, 2026. In this regard, Eng. Randa El-Menshawy emphasized that the partnership project with the private sector under the “Housing for All Egyptians” initiative represents an important step toward expanding the initiative’s beneficiary base and increasing the number of housing units available for low-income citizens.
She pointed out that the tender documents require developers to announce reservations for fully finished housing units for low-income citizens, with delivery scheduled within 36 months, in accordance with the approved regulations and conditions of the presidential initiative.
At the conclusion of the meeting, the minister of housing instructed monitoring officials from the ministry and the New Urban Communities Authority to intensify field visits to project sites and closely monitor implementation progress to ensure the timely completion of works and delivery of housing units to beneficiaries at the highest quality standards.
She also stressed the importance of maintaining full coordination among all relevant authorities and overcoming any obstacles that may arise during implementation to ensure adherence to project timelines and the delivery of the highest level of services to citizens.
