Engineer Randa Al-Manshawi, Minister of Housing, Utilities, and Urban Communities, stated that Egypt is positioning its new cities and ambitious urban expansion program as a long-term investment opportunity.
This approach is supported by strong demand for housing, alongside the state’s ongoing development of modern infrastructure and the increasing role of the private sector in real estate investments across various types of projects within these cities.
These remarks were delivered during her participation in the “Egypt of the Future: Investment Opportunities and Sustainable Economic Reform” conference, organized by the British Egyptian Business Association in London from June 3 to 5, 2026.
The minister highlighted that Egypt’s urban development approach is focused on building sustainable, investment-attractive communities supported by integrated infrastructure and diversified economic activities.
This strategy strengthens the capacity of new cities to attract both residents and investors, thereby contributing to sustained economic growth and development, according to “Excellent Communications,” the media partner of the association.
Her comments came in response to a question raised by the British ambassador to Egypt, Mark Bryson-Richardson, regarding how Egypt is encouraging wider private sector involvement in urban development.

Al-Manshawi explained that housing projects are being implemented simultaneously with infrastructure, utilities, public services, and economic activity development, ensuring that new cities are prepared from the earliest stages to attract both residents and investment.
She further noted that Egypt’s significant investments in infrastructure and utilities over the past ten years, combined with continuous population growth and rising housing demand, have substantially enhanced the country’s appeal as a regional and international investment destination.
The minister also reviewed ongoing efforts to improve the investment environment through a series of legislative and regulatory reforms, including clear procedures designed to safeguard foreign investments and facilitate the repatriation of profits and capital, thereby strengthening investor confidence.
Al-Manshawi emphasized that Egypt’s real estate sector continues to benefit from strong demand driven by population growth and increasing housing needs, creating promising opportunities across residential, commercial, and mixed-use developments.
She added that opportunities extend beyond real estate to include sustainable infrastructure projects and integrated urban development, supported by various partnership models, serviced land offerings, and an expanding financing ecosystem involving Egyptian banks and international financial institutions.
She concluded by stating, “Egypt’s message to investors is clear: we are not only offering standalone projects but also smart cities and long-term investment opportunities supported by modern infrastructure, strong market fundamentals, and a clear commitment to sustainable growth.”
Discussions during the session also addressed how government policies, strategic partnerships, and private sector participation can accelerate the delivery of investment-ready projects and expand opportunities across the real estate, infrastructure, and utilities sectors.
