Minister of Housing Chairs Drinking Water Regulatory Authority Board Meeting, Affirms President El-Sisi’s Continued Support

Eng. Randa El-Menshawy, Minister of Housing, Utilities, and Urban Communities and Chairperson of the Board of Directors of the Drinking Water, Sanitation, and Consumer Protection Regulatory Authority, chaired the Authority’s second Board meeting of 2026 under its new formation, established pursuant to Prime Minister’s Decision No. 913 of 2026. The meeting was held at the Ministry’s headquarters in the New Administrative Capital.

At the beginning of the meeting, Eng. Randa El-Menshawy welcomed the distinguished national experts serving on the newly formed Board of Directors, emphasizing that it reflects the spirit of integration among various state institutions, consumer representatives, service providers, and civil society organizations. She also extended her appreciation to the former board members for their sincere efforts in advancing the Authority’s work.

The Minister of Housing affirmed the direct and continuous support provided by President Abdel Fattah El-Sisi to the drinking water and sanitation sector, stressing that the political leadership’s vision prioritizes the comprehensive modernization of this vital utility and ensuring its long-term sustainability to meet citizens’ aspirations and support the construction of the New Republic.

In this context, the minister explained that the sector has witnessed unprecedented progress over the past ten years through the development of modern and efficient infrastructure, crowned by the presidential Decent Life initiative, which she described as a comprehensive national achievement that is transforming rural Egypt and advancing sustainable development in line with Egypt Vision 2030.

Eng. Randa El-Menshawy also noted that the Drinking Water and Sanitation Utility Regulation Law No. 172 of 2025 represents a significant legislative milestone that strengthens the Authority’s role as an independent regulator, clearly defines the responsibilities of all sector stakeholders based on governance principles, encourages private sector investment, and preserves the social dimension to ensure high-quality services at fair and affordable costs.

For his part, Dr. Mohamed Hassan Mostafa, Chief Executive Officer of the Drinking Water, Sanitation, and Consumer Protection Regulatory Authority, reviewed the authority’s main operational priorities and activities. He announced that the authority is preparing to launch a digital platform for issuing licenses to practice drinking water and sanitation activities, facilitating procedures for service providers in line with the state’s digital transformation strategy and the provisions of Utility Regulation Law No. 172 of 2025.

He also highlighted the importance of field inspections to ensure that drinking water and sanitation services comply with technical specifications and environmental standards across all governorates while ensuring the prompt response to citizens’ complaints.

At the conclusion of the meeting, Eng. Randa El-Menshawy stressed that the current board’s term carries exceptional importance, as it will be responsible for approving the issuance of licenses for drinking water and sanitation activities.

These licenses will apply to all service providers without exception, including subsidiaries of the Holding Company for Water and Wastewater, new city authorities affiliated with the New Urban Communities Authority, and private sector operators. This comes in implementation of the new law and its executive regulations, which are expected to be approved by the cabinet in the near future.
