Minister of Housing Announces Updates on “Housing for All Egyptians 5” Initiative

Engineer Sherif El-Shorbiny, Minister of Housing, Utilities, and Urban Communities, announced details regarding the scope of specifications for the apartments offered under the “Housing for All Egyptians 5” initiative. This initiative, aimed at providing housing for Egyptians, has witnessed significant demand.

The Minister clarified that the “Housing for All Egyptians 5” announcement received a high level of interest, with a total of 762,000 citizens purchasing the terms booklet. Of these, 589,000 citizens paid substantial reservation fees, and 571,000 citizens registered on the website of the Housing and Development Fund, representing around 97% of those who registered online. They also completed the required document submission through the platform.

Mi Abdel Hamid, CEO of the Social Housing and Mortgage Finance Fund, stated that citizens who purchased the specifications but have not completed their registration or document uploads can do so during the grievance period through the website.

She also mentioned that since January 15, 2025, the Social Housing and Mortgage Finance Fund has allowed citizens to withdraw their serious booking deposits from automated post offices if they wish to cancel their applications. As of now, the number of withdrawals has increased to 392 citizens.

Mi Abdel Hamid emphasized the importance of retaining the receipt for the serious booking deposit, as future priority in upcoming announcements will be given to those who have booked in this announcement and paid the deposit in the specified dates. The receipt serves as proof of payment.

She also shared that the files of applicants for the “Housing for All Egyptians 5” initiative are currently being processed. Afterward, each registered citizen’s status will be determined, and a grievance period will open.

Citizens who do not meet the announcement’s requirements will be notified after the appeals period. Refunds will be processed by mail within 14 days from the date of rejection. For applicants who did not receive available units (outside of priority), they will also be notified after the appeals period ends. If applicants fail to secure a unit in the allocated period and have paid substantial booking fees, they will be notified about unit withdrawal via mail, and payment should be made within 30 days from the notification.

Mi Abdel Hamid also clarified that the Social Housing and Mortgage Finance Fund will implement a priority system based on the information in the conditions booklet. Priority will be given based on various criteria, such as the number of available units and the applicants’ income levels. Priority will be given to individuals with disabilities, followed by widows, divorced individuals with dependents, married individuals without dependents, and single individuals. If there is a tie in the number of applicants, priority will be given to those with a larger family size.
