Minister of Housing Announces Guidebook on New Reconciliation Law for Building Violations
Engineer Sherif El-Sherbiny, Minister of Housing, Utilities, and Urban Communities, has announced that the committee established by the Ministry of Housing is preparing a guidebook to address inquiries regarding Law No. 187 of 2023. This law pertains to the reconciliation and legalization of certain building violations, along with its executive regulations.
The Minister stated that the guidebook will be distributed to all administrative bodies and committees responsible for implementing the law. Additionally, it will be made available electronically to the public. This initiative aims to raise awareness among citizens, providing them with detailed information and responses to common questions about the law.
Minister El-Sherbiny emphasized that the goal of the reconciliation law is developmental. It seeks to achieve an organized and stable urban appearance, particularly in new cities, by addressing and regularizing a wide range of building violations.
Engineer Nafisa Mahmoud Hashem, Advisor to the Minister and Head of the Response Committee for Inquiries on the Reconciliation Law, mentioned that the committee is actively responding to inquiries from new city authorities. This is done in cooperation with the Planning, Projects, Development, and Urban Development sectors under the New Urban Communities Authority.
She also stated that three guidance manuals have been prepared to assist with the reconciliation of building violations. These are targeted at citizens, technical committees, appeals committees, and relevant administrative bodies. The manuals have been distributed across new cities to educate the public, encourage reconciliation applications, clarify the roles of administrative bodies and committees, and aid them in their tasks.
It is worth noting that Minister El-Sherbiny issued Decision No. 364 of 2024, forming a committee under his supervision. The committee is chaired by Engineer Nafisa Mahmoud Hashem, with Engineer Mostafa El-Naggar, Head of the Housing and Utilities Sector, as its secretary. Other members include Dr. Walid Abbas, Deputy Chairman of the New Urban Communities Authority for Planning and Projects, Engineer Amin Ghoneim, Deputy Chairman for Development and City Development, Dr. Maha Fahim, Head of the General Authority for Urban Planning, and various specialists from the ministry and related entities. The committee’s role is to respond to inquiries from relevant administrative bodies, technical committees, and appeal committees as outlined in the executive regulations of the law.
