Engineer Randa El-Menshawy, Minister of Housing, Utilities, and Urban Communities, announced the closure of the application and tender document purchase period for the project to develop residential units in partnership with private-sector real estate developers under the presidential initiative “Housing for All Egyptians.”
The Minister of Housing, Utilities, and Urban Communities explained that the offering received significant interest from real estate developers, with 137 applications submitted to reserve 17 land plots included in the announcement.
For his part, Dr. Walid Abbas, Deputy Minister of Housing for Urban Communities, confirmed that nearly all the offered land plots attracted applications from more than one real estate developer, reflecting the attractiveness and quality of the available opportunities.
He added that in Hadayek October City, 15 companies applied for Plot No. 3, while Plot No. 5 also received applications from 15 companies, and Plot No. 6 attracted the same number of applicants. Plot No. 4 received applications from 13 companies.
Dr. Walid Abbas further explained that in Sadat City, five companies applied for the Narcissus land plot, while the Flowers District plot attracted seven companies.
Regarding 10th of Ramadan City, he noted that six companies applied for the first plot located in the Central Park north of District 14, while another six companies applied for the second plot in the Central Park north of District 15.
He also pointed out that New October City included one land plot located south of Al Wahat Road, which attracted applications from seven companies. In Capital Gardens City, two land plots were offered, with eight companies applying for Plot No. 8 and nine companies applying for Plot No. 9.
He added that New Assiut City offered one land plot in the 20-Feddan Area, which received applications from two companies, while New Sohag City offered one plot along the Assiut–Sohag Road, for which only one company submitted an application.
Dr. Walid Abbas also stated that New Obour City offered four land plots. The first plot, located south of District 14, attracted 10 companies, while Plot No. 2 in District 25 received applications from five companies. Plot No. 14 attracted eight companies, and Plot No. 12 in District 25 along the Middle Ring Road received applications from five companies.
In a related context, Mai Abdel Hamid, chief executive officer of the Social Housing and Mortgage Finance Fund, explained that the fund places great importance on this initiative due to its expected positive impact and its ability to diversify housing options available to low-income citizens seeking suitable residential units.
Mai Abdel Hamid noted that the initiative will contribute to increasing the number of housing units offered to low-income citizens, as the tender requirements obligate the real estate developer to announce reservations for fully finished housing units for low-income citizens, with delivery within 36 months, under the presidential initiative “Housing for All Egyptians – Private Sector Partnership Program,” in accordance with the approved conditions.
She added that the Social Housing and Mortgage Finance Fund will conduct a thorough review of both the announcement and the tender documents before launch while carrying out all required verification procedures for beneficiaries, including field inspections, confirming that applicants have not previously benefited from housing support, do not already own a residential unit, do not exceed the approved income limits, and meet all other conditions applied in the Fund’s housing announcements.
The Fund will also continue providing housing support to eligible beneficiaries. Meanwhile, Dr. Ahmed Emara, supervisor of the Real Estate and Commercial Affairs Sector at the New Urban Communities Authority, confirmed that the schedule for opening the sealed technical envelopes submitted by real estate developers has been finalized.
The technical envelopes for Hadayek October City will be opened over two days, with Monday, June 22, 2026, designated for opening the envelopes for Plot No. 3 and Plot No. 4, while Wednesday, June 24, 2026, has been scheduled for Plot No. 5 and Plot No. 6.
The Supervisor of the Real Estate and Commercial Affairs Sector added that for Sadat City, Monday, June 29, 2026, has been designated for opening the technical envelopes for the city’s two offered land plots: Proposed Plot 1 (Narcissus Land) and Proposed Plot 2 (Flowers District).
He also noted that the technical envelopes for Capital Gardens City will be opened on Wednesday, July 1, 2026, covering Plot No. 8 and Plot No. 9, while the technical opening session for 10th of Ramadan City will take place on Monday, July 6, 2026, for the following land plots: Proposed Plot 1 (Central Park, North of District 14) and Proposed Plot 2 (Central Park, North of District 15).
Dr. Ahmed Emara explained that New October City, New Assiut City, and New Sohag City will all share the same technical envelope opening date, scheduled for Wednesday, July 8, 2026, covering all land plots offered in the three cities.
He added that the technical envelopes for New Obour City will be opened on Monday, July 13, 2026, for the following plots: Plot No. 12 (District 25 – Middle Ring Road), Proposed Plot 1 (South of District 14), Plot No. 2 (District 25), and Plot No. 14.
The Supervisor of the Real Estate and Commercial Affairs Sector at the New Urban Communities Authority stated that these sessions will be held in the presence of the participating companies or their legally authorized representatives under official powers of attorney to complete all required procedures.
The sessions will take place at the headquarters of the New Urban Communities Authority, Ministry of Housing, Utilities, and Urban Communities, located in the Government District of the New Administrative Capital, beginning at 10:00 a.m. on the scheduled date for each city. Companies that fail to attend their designated session will forfeit the full value of their submitted bid security deposit.
