Engineer Randa El-Menshawy, Minister of Housing, Utilities, and Urban Communities, reviewed the latest developments regarding the land status regularization files for the newly added areas in New Obour City and El Shorouk City.
The review comes as part of the state’s efforts to strengthen governance principles, achieve urban discipline, maximize the value of real estate assets, and safeguard citizens’ rights by providing well-planned and integrated urban communities.
The Minister of Housing emphasized the importance of accelerating the completion of land regularization procedures and facilitating the process for citizens in accordance with the applicable legal regulations and established timelines. She also stressed the need to provide infrastructure and public utilities in areas where land status regularization has been finalized.
The minister received a report on the implementation status of land regularization files in New Obour City and El Shorouk City. As part of these efforts, Dr. Ahmed Amara, Supervisor of the Real Estate and Commercial Affairs Sector at the New Urban Communities Authority (NUCA), held a meeting at the headquarters of the New Obour City Development Authority.
The meeting was attended by Eng. Mahmoud Morad, Head of the New Obour City Development Authority, Eng. Mohamed Ahmed Zakaria, Head of the El Shorouk City Development Authority, and several officials from NUCA’s Real Estate and Commercial Affairs Sector and the relevant city authorities.
The report outlined the implementation status of the land regularization program in New Obour City, highlighting the progress achieved in reviewing and evaluating submitted applications. It also presented the work plan for the upcoming phase, aimed at accelerating the completion of procedures and maximizing the utilization of real estate assets.
The report also reviewed the implementation status of infrastructure projects in the newly added areas and the progress achieved so far. It addressed the existing challenges and proposed practical solutions to overcome them, ensuring a balance between enforcing legal regulations and taking into account the social considerations of citizens.
Additionally, the report discussed the latest developments regarding land regularization in El Shorouk City, particularly in the Al Rabia, Al Salam, Tayba, and North El Shorouk areas. It reviewed the current completion rates and the measures taken to accelerate the completion of pending files, improve work mechanisms, and enhance operational efficiency, contributing to shorter processing times and greater legal stability for citizens.
The meeting also reviewed ways to enhance the operational system for land regularization files by simplifying administrative procedures and strengthening coordination among the relevant authorities.
Special emphasis was placed on supporting digital transformation and modernizing file management mechanisms to ensure the highest standards of accuracy, speed, and transparency in processing regularization requests, thereby increasing completion rates and improving the quality of services provided to citizens.
In this context, Engineer Randa El-Menshawy stressed the importance of adhering to the established implementation schedules and underscored the need for continued coordination and integration among the various sectors of the authority and the city development agencies.
She called for intensified efforts during the coming period to finalize the largest possible number of files while removing any obstacles facing citizens, thereby supporting urban stability and contributing to the achievement of sustainable development goals. The Minister also affirmed that periodic and field-based follow-up of land regularization files in New Obour City and El Shorouk City, as well as in other new cities, will continue.
She emphasized that all necessary technical and administrative support will be provided to accelerate work and complete procedures in accordance with the governing regulations, reinforcing the state’s efforts to achieve comprehensive urban development, establish legal stability for citizens, and create an integrated urban environment that supports development and investment plans across Egypt’s new urban communities.
