The Central Agency for Reconstruction is a government service authority affiliated with Egypt’s Ministry of Housing, Utilities, and Urban Communities. Established in 1975, the agency was created to implement the state’s investment plans and infrastructure projects, develop remote and desert areas, and execute major national projects and strategic transportation corridors across the country.
The agency operates under the Ministry of Housing, headed by the Minister of Housing, and is managed through a network of executive bodies that cover all governorates nationwide.

Urban Development: Establishing integrated urban development communities in desert, border, and remote areas.
Infrastructure: Constructing development roads, strategic corridors, and the national road network, in addition to implementing drinking water and wastewater projects.
National Projects: Supervising the implementation of major national projects and providing development services to governorates across Egypt.
Executive Bodies Affiliated with the Agency
Organizationally, the agency consists of 10 executive bodies distributed geographically to cover all governorates of the Republic. The most prominent include:
- Greater Cairo Reconstruction Authority.
- Northwest Coast Reconstruction Authority.
- Sinai and Canal Cities Reconstruction Authority.
- Lower Egypt Reconstruction Authority.
- Upper Egypt Reconstruction Authority.
