The Ministry of Housing has announced the availability of the terms and conditions booklet for partnership projects aimed at developing residential units in collaboration with private real estate developers under the presidential initiative “Housing for All Egyptians,” with availability continuing until May 30, 2026.
The initiative seeks to deliver 19,000 housing units as a first phase of the partnership model with real estate developers.
An official source at the Ministry of Housing stated that the terms and conditions booklet is currently accessible to companies only, with expectations that these units will be offered for citizen reservation during the last quarter of 2026. He added that the same conditions applied in the “Housing for All Egyptians” project launched by the Social Housing Fund will be followed.
The source confirmed to Masrawy that the maximum income limit for applicants is under review. It was previously set at EGP 12,000 for single applicants and EGP 15,000 for families, with the aim of reaching a wider segment of citizens and better aligning with unit pricing, which is capped at EGP 1.35 million per unit.
Through the terms and conditions booklet, new specifications have been introduced for “Housing for All Egyptians” units, along with updated pricing and construction standards, as detailed below:
- Developers are required to construct residential buildings of at least a ground floor plus five floors, without exceeding height restrictions set by the Armed Forces for each area and in line with project regulations.
- Each floor must contain four residential units, with an average unit size of 86 square meters, fully finished and including a share of common facilities.
- The maximum price of a unit without an elevator is set at EGP 1.25 million, including the land share and a 5% maintenance deposit.
- The maximum selling price for a unit with an elevator is EGP 1.35 million, also including land share and a 5% maintenance deposit.
- Contracts allow for a price increase of up to 10% if iron and cement prices rise by 50%.
- Building entrances must feature modern wrought iron gates, with local marble used in entrance finishes. Units will include Swedish wood doors with an “Aster” finish and aluminum windows with small profiles or PVC options depending on design.
- Flooring will be finished with first-grade ceramic tiles starting from 40×40 cm, while walls will be coated with high-quality plastic paints. Sanitary fixtures will follow project standards, with each unit containing a single bathroom equipped with a bathtub, using models similar to the “Jawad” brand.
8% Declining Interest Rate and Repayment Period of up to 20 Years
According to the booklet, developers are required to sell units through the mortgage financing system in accordance with approved regulations and subject to approval from the contracted mortgage financing entity with the fund. The subsidized interest rate is set at 8% on a declining basis over a repayment period of up to 20 years.
Application Conditions and Beneficiary Verification
The implementation period for the land plot allocated to residential, administrative, and commercial units—representing 80% of the total land area—is four years.
This period begins from the date of the first ministerial decree, with a maximum of six months from the contract date. Meanwhile, the implementation period for the services land plot, which represents 20% of the total area, is five years.
The initiative targets the construction of 19,000 housing units across eight new cities: Hadayek October, 10th of Ramadan, New October, New Sohag, New Sadat, New Obour, New Assiut, and Capital Gardens.
