Launch of the Electronic Application Form by the End of the Second Week of October 2025

Engineer Sherif El-Sherbini, Minister of Housing, Utilities, and Urban Communities, announced the launch of the Unified Electronic Platform on the Egypt Digital Portal, targeting citizens concerned with the Rental Law and the regulation of landlord-tenant relations. The platform became available starting today, Friday, October 3, 2025.

The minister explained that citizens can now create electronic accounts through the Egypt Digital Portal, with the completion of the electronic application form set to begin by the end of the second week of October 2025. The application period will remain open for three months.

For her part, Mai Abdel Hamid, CEO of the Social Housing and Mortgage Finance Fund, confirmed that submitting applications through the platform is done in a few simple steps that any citizen can complete easily. The goal is to remove obstacles and speed up the application process.

Abdel Hamid highlighted the requirement for citizens covered by the law to have an electronic account on the Egypt Digital Portal starting today. Creating an account is done by visiting the official website of the Egypt Digital Portal at https://digital.gov.eg, then selecting “Create Account” from the homepage.

Registration steps include entering personal details such as the national ID number (valid card), the factory number located below the ID photo, the mother’s first name in Arabic, along with the user’s registered mobile phone number and an optional email address.

After entering the data, the citizen receives a text message containing a verification code, which must be entered in the designated field. A strong password is then created and confirmed to successfully complete the electronic account registration.

The next stage involves filling out the electronic application form, which includes identifying the type of rental unit (residential or non-residential), the property’s address and description, names of residents, and other basic data. No supporting documents are required at this stage. The service will be available under the “Alternative Housing Services” section by the end of the second week of October 2025.

To assist citizens who face difficulties completing the form through the platform, 500 automated post offices across various governorates have been allocated to receive applications and help beneficiaries complete the procedures. Details of the service launch, office locations, and working hours will be announced soon.

The CEO confirmed that the application submission period will last for three months, extendable by a Cabinet decision. The next phase will require supporting documents such as income proof and papers establishing the rental relationship. Afterward, results will be approved and published through the Unified Electronic Platform following Cabinet approval. Applicants will receive text messages notifying them of their application results and final status.
