Qatari Diar has launched construction works for the first phase of the “Alamein El Roum” project on the North Coast in Matrouh Governorate, in the presence of Dr. Mostafa Madbouly, prime minister, as part of a major project being implemented in partnership with the Egyptian government. The project aims to establish an integrated urban and tourism destination with total investments of $29.7 billion.

The Prime Minister attended the project’s launch during his visit to Matrouh Governorate to inspect and inaugurate a number of service and development projects in the presence of Eng. Randa El-Menshawy, minister of housing, utilities, and urban communities; Sheikh Hamad bin Talal Al Thani, CEO of Qatari Diar; and a number of officials from both sides.

Supporting Investment

Dr. Mostafa Madbouly affirmed the state’s continued efforts to promote comprehensive development in the Northwestern Coast region, capitalizing on its investment and tourism potential to enhance its ability to attract more local and foreign investments.

The prime minister pointed to President Abdel Fattah El-Sisi’s directives, emphasizing the importance of implementing integrated development plans for the Northwestern Coast and providing incentives that encourage the private sector to expand existing projects or establish new ones.

He explained that the launch of the first phase of the “Alamein El Roum” project represents an important step in the region’s urban and investment development and contributes to strengthening the North Coast’s position as a tourism and investment destination on the Mediterranean.

Integrated City

Eng. Randa El-Menshawy said that the major projects currently being implemented on the North Coast reflect the state’s success in creating an attractive urban and investment environment by developing infrastructure, improving road and utility networks, and maximizing the use of land with investment potential.

She added that the “Alamein El Roum” project represents an addition to the Egyptian economy through the job opportunities it provides, support for private-sector participation, and the creation of opportunities for construction, industrial, and service companies involved in urban development.

Project Details

The “Alamein El Roum” project is being developed over a total area of 20.58 million square meters and includes an integrated coastal city combining residential, tourism, commercial, cultural, entertainment, educational, and healthcare uses, along with a 7.2-kilometer-long waterfront promenade.

The first phase covers 4 million square meters, with total built-up areas reaching 1.4 million square meters. It includes a 2-kilometer beach and promenade, natural and artificial swimmable lagoons, a marina capable of accommodating 50 yachts, and four hotels providing more than 1,000 hotel rooms.

The first phase is also expected to provide around 30,000 direct and indirect job opportunities, while the entire project is targeted to create more than 250,000 jobs upon completion.

Global Vision

Sheikh Hamad bin Talal Al Thani, CEO of Qatari Diar, said that the launch of the first phase represents a pivotal milestone in transforming “Alamein El Roum” into an integrated global destination for living, tourism, and business, confirming the company’s commitment to delivering this phase by 2030.

He explained that the project is based on the concept of a walkable city, with pedestrian and cycling paths and smart mobility solutions, alongside the application of environmental sustainability standards, resource management, and biodiversity protection.

He noted that the project’s master plan includes 22 kilometers of lagoons opening onto the sea, an international marina with a capacity of 370 yacht berths, a local marina with 120 berths, and a world-class golf course covering approximately 980,000 square meters, in addition to more than 3,500 hotel rooms.

The project benefits from its strategic location near Ras El Hekma and Marsa Matrouh airports, as well as its connection to the International Coastal Road and the high-speed electric railway line currently under development, enhancing its potential to become one of the Mediterranean’s leading tourism and investment destinations.
