Major General Dr. Alaa Abdel-Moaty, Governor of Kafr El-Sheikh, explained that the governorate has achieved remarkable progress in the urban planning sector over the past year. This comes within the framework of the state’s plan to achieve sustainable urban development and in line with the directives of President Abdel Fattah El-Sisi, President of the Republic. The current planning vision aims to regulate the urban system to meet the needs of future expansion and to enhance the cultural identity of the governorate in line with Egypt’s Vision 2030.
The governor confirmed that the governorate has taken a strategic step by forming the Administrative Division Committee, which for the first time was able to carry out a comprehensive and accurate survey of all administrative levels. This survey included 10 centers, 14 cities, 98 rural local units, and 228 villages. This effort contributes to facilitating the approval of urban areas, improving the quality of services, and ensuring the success of development projects and the “Decent Life” initiative in targeted areas.
In light of the increasing population growth, 312 new urban areas have been approved for 2025, implemented in multiple stages to cover most of the governorate’s centers. This step aims to legalize construction, provide planned spaces for urban expansion, and at the same time preserve agricultural lands. This measure represents a significant shift towards greater organization in the urban expansion process.

The year also witnessed a wide movement to update the strategic and detailed plans for cities in the governorate. Plans for cities such as Kafr El-Sheikh, Biyala, Borg El-Borollos, and Masir were amended, reverting to Building Law No. 119 of 2008 instead of relying on temporary building requirements. These amendments allowed for an increase in building ratios, reaching between 80% and 100%, in addition to permitting multiple uses within the same building. The changes also included lifting height restrictions in several cities such as Motobas, Sidi Salem, Baltim, Borg El-Borollos, and the Baltim industrial zone—encouraging vertical expansion and boosting investment in these areas.
The governor also pointed out the approval of the strategic plan for Baltim City on an area of 920 feddans and the updated plan for Qaleen City on an area of 490 feddans. Moreover, the first working sessions have begun to update the strategic plan for El-Hamoul City as part of the 2025/2026 fiscal year plan.
In parallel, steps were taken to simplify the building permit process in Sidi Ghazi and Borg El-Borollos, reducing it to just 8 steps instead of 15, in addition to eliminating the requirement to submit a registered contract. The governorate also began preparing detailed plans for 23 newly established villages across eight centers, while adopting temporary regulations to facilitate permits until the final plans are officially approved.
