In accordance with the directives of Engineer Randa El-Menshawy, Minister of Housing, Utilities, and Urban Communities, aimed at curbing informal practices and maintaining the urban aesthetic of new cities, development authorities across multiple cities—working in coordination with all relevant authorities—have continued implementing extensive campaigns.
These efforts focus on removing building violations, addressing encroachments on roads and public utilities, and clearing unauthorized occupancies. The campaigns were carried out in New October, 6th of October, New Cairo, El Shorouk, New Minya, and Badr.
In New Minya City, a campaign targeted encroachments on public utilities, particularly drinking water networks. Inspections were conducted in the handicrafts district, industrial zone, and extension area. The campaign led to the identification and removal of 9 illegal water connections in the handicrafts district, along with 13 additional violations in various commercial shops. Legal actions were taken against all offenders.
In New October City, authorities carried out a large-scale operation to eliminate an informal hotspot used for waste sorting and scavenging in the 800-acre area. Heavy machinery and specialized teams were deployed to remove accumulated waste and address the situation promptly.
Meanwhile, the New Cairo City Development Authority continued its intensive campaigns across key areas, including the First, Third, and Fifth Settlements. In the Third Settlement, an early-stage building violation on a plot in Gardenia was immediately removed.
The campaign in the same area also resulted in the removal of an illegal storage space set up in a basement in Gardenia District (1). In the First Settlement, a major campaign focused on removing occupancies and encroachments obstructing pedestrian movement in front of shops within residential clusters and service centers.
In the Fifth Settlement, another large-scale effort targeted occupancies in the Third District and the Yasmin Mall area. These campaigns successfully cleared violations, confiscated encroachments, and completed legal procedures against offenders.
In El Shorouk City, a major campaign was conducted in the 63m market located in the Cornerstone area, as well as El-Menshawy Market. The campaign involved coordination with relevant authorities and officials from the Ministry of Supply. It successfully removed all occupancies and encroachments that were obstructing pedestrian movement, restoring full access to pathways.
In 6th of October City, authorities launched a large-scale campaign to address violations involving the illegal change of use in residential units within the Second District – First Neighborhood. Several units were found to have been converted into commercial and administrative spaces in violation of regulations, and immediate removal actions were taken.
Additionally, a morning campaign targeted occupancies and violations in multiple areas, uncovering several violations in the Eastern Expansions area and along the Dahshur Link Road. Legal measures were taken against violators. A third campaign covered various districts, aiming to restore order and eliminate informal activities.
Actions included returning properties to their original condition, closing 8 non-compliant shops, and initiating the removal of unauthorized studio extensions built on setbacks in the Second District. Furthermore, extensive campaigns were conducted in the eastern sector to monitor and eliminate all informal activities.
In Badr City, intensified field campaigns took place in the “Earthquake” area, including a large nighttime operation targeting unregulated activities. The campaign resulted in the complete removal of occupancies, with legal action taken against violators.
In the “Distinguished District,” authorities also closed, sealed, and cut off utilities for 4 violating plots after detecting unauthorized changes of use from residential to other activities without proper legal permits.
