Amid a state of anticipation and interest from millions across the republic’s governorates regarding developments in the old rent file, Dr. Mostafa Madbouly, Prime Minister, announced the issuance of a new ministerial decree numbered 3977 for the year 2025.
The text of the decree announced the extension of the work of the committees tasked with inventorying areas that include places rented for housing purposes and subject to Law No. 164 of 2025. This extension is for an additional period of three months, starting from November 5, 2025.

The Extension Decision Came in the Context of Studied Decisions
This decision was made based on a review of the Constitution, the Civil Code, alongside Law No. 164 of 2025, which regulates some provisions for the rental of premises and the relationship between the owner and the tenant. It was also based on Cabinet Decree No. 2789 of 2025, concerning the working mechanism of the inventory committees. This extension was proposed based on a recommendation from the Minister of Local Development.
This decision reflects the government’s keenness to regulate the relationship between the lessor and the tenant more fairly and flexibly, while continuing reviews and follow-up to achieve the necessary balance between the rights of the two parties within the framework of the law.
