The Ministry of Housing, represented by the New Urban Communities Authority (NUCA), announced an additional grace period of up to six months to complete procedures related to the transfer or sale of units and lands for their current use or for changing their use. This applies to various property types, including units (residential, professional, administrative, commercial) and lands (residential, service, commercial, industrial, integrated urban, and others).

For units of all classifications:
Transfer or sale of units is permitted according to their designated use, provided that:

All installments due on the unit are fully paid.

The specified percentage of the transfer value is paid to NUCA.

For lands of various uses and sizes:
The decision allows for land transfers once the following are fulfilled:

Settlement of all overdue financial obligations.

Payment of the specified percentage of the transfer value to NUCA.

Application of the time-based percentage brackets as follows:

In case of full payment of land price:

Transfer before 5 years: 15%

Transfer between 5 and 7 years: 10%

Transfer between 7 and 10 years: 5%

Transfer after 10 years: 0%

In case of ongoing installments:

Transfer before 5 years: 50%
-
Transfer between 5 and 7 years: 40%
-
Transfer between 7 and 10 years: 30%
-
Transfer after more than 10 years: 20%

General regulations for transfer include the following principles:

No approval for transfer will be issued unless all financial dues are fully settled.

No party is entitled to reclaim amounts previously paid to NUCA.

Any dealings on a unit or land are valid only after obtaining approval from the relevant city authority and NUCA.

No transactions are allowed for cases under reservation, cancellation, or withdrawal of the unit or land.
The Authority also emphasized that all powers of attorney related to units and lands (across all uses and sizes) are subject to official verification. Transactions will only be processed through city authorities and the New Urban Communities Authority. Any power of attorney not officially approved will not be recognized under these procedures.
