Engineer Randa El Menshawy, minister of housing, utilities, and urban communities, reviewed the executive status of the presidential initiative “Housing for All Egyptians,” examined its key performance indicators, and discussed several topics related to financing plans and expanding project implementation during the coming period.
The review took place during her chairing of the Board of Directors meeting of the Social Housing and Mortgage Finance Fund, attended by board members, Dr. Walid Abbas, Deputy Minister of Housing for Urban Communities, and Eng. Ahmed Emran, Deputy Minister of Housing for Utilities.
At the beginning of the meeting, Engineer Randa El Menshawy affirmed that the Ministry of Housing continues to implement the directives of the political leadership to expand the provision of suitable housing units that meet the needs of various segments of citizens.
She also stressed the importance of maintaining the implementation of social housing projects according to the approved timelines, contributing to improved quality of life and the development of integrated and sustainable urban communities.
During the meeting, Mai Abdel Hamid, Chief Executive Officer of the Social Housing and Mortgage Finance Fund, reviewed the executive status of the presidential initiative “Housing for All Egyptians.”
She explained that 1,035,184 housing units have been offered to low-income citizens, 841,000 units have been completed, and 193,000 units are currently under construction. Preparations are also underway to launch the implementation of additional housing units as part of the fund’s upcoming plan.
Mai Abdel Hamid also presented the Fund’s performance indicators for the “Housing for All Egyptians” program. During fiscal year 2024/2025, approximately 69,000 beneficiaries received housing allocations, with 69,000 units assigned and EGP 17.6 billion provided in mortgage financing.
During fiscal year 2025/2026, the number of beneficiaries increased to 74,000, representing a 7% growth rate, while 83,000 housing units were allocated, marking a 20% increase, and mortgage financing reached EGP 20.3 billion, reflecting a 13% increase.
Overall, the total number of low-income beneficiaries reached 699,275, supported by EGP 103.1 billion in mortgage financing and EGP 10.46 billion in direct cash subsidies through the participation of 23 banks and 8 mortgage finance companies.
Meanwhile, the number of middle-income beneficiaries reached 14,351, with total mortgage financing exceeding EGP 5.1 billion. As part of monitoring the quality of services provided to citizens, the board reviewed the performance indicators of the fund’s customer service center. Since its launch and until June 30, 2026, the center has received more than 14.29 million calls, reflecting the continuous development of the Fund’s communication system with citizens.
The Board also reviewed the Fund’s efforts to address violations involving social housing units in coordination with relevant authorities. A total of 12,798 violation reports have been issued, while 6,842 cases have been settled through reconciliation. Legal measures continue to be taken against remaining violations in accordance with the law to ensure that state housing support reaches eligible beneficiaries.
The meeting also reviewed the performance of the Fund’s complaints and citizen services system, which has received 553,460 complaints, inquiries, and suggestions through various communication channels, achieving a response rate of approximately 99%, reflecting the efficiency of the citizen service system and its prompt response to public requests.
The Board of Directors also reviewed the executive status of the partnership project with private sector developers. The Fund received 137 applications from real estate development companies to invest in 17 land plots with a total area of 391 feddans across 8 new cities, enabling the construction of approximately 19,000 housing units.
Hadayek October City recorded the highest number of applications, with 58 requests, followed by New Obour City with 28 requests; Capital Gardens City with 17 requests; Sadat City and 10th of Ramadan City with 12 requests each; and New October City with 7 requests, reflecting the growing interest of the private sector in participating in urban development projects and supporting the state’s efforts to provide more housing units.
In this regard, Engineer Randa El Menshawy directed the expansion of the partnership project with private sector developers under the presidential initiative “Housing for All Egyptians” by offering a larger number of land plots to increase the number of housing units that will be delivered through the project, in light of the strong interest shown by developers in participating in this major national initiative.
At the conclusion of the meeting, the Minister of Housing directed the continued periodic monitoring of the executive status of the Fund’s projects and emphasized the need to complete project implementation according to the approved schedules to ensure the timely delivery of housing units to beneficiaries.
