Housing Ministry: Prices and Payment Plans for Zilal Project Apartments in 8 Cities

The Ministry of Housing, Utilities, and Urban Communities has announced the opening of reservations for residential units in the second phase of the “Zilal” Project, which includes 9,412 housing units distributed across 8 new cities, available via an online reservation system.

Prices of Zilal Project Units – Second Phase

1. The prices have been set on a preliminary basis per square meter and may increase by up to 20%, in addition to premium location charges for each unit.

2. A maintenance deposit must be paid upon contracting, along with 1% of the unit value dedicated to maintenance for the first year, to be paid in advance at contracting. Its proceeds will be allocated to maintenance work for the following year with a final adjustment.

3. The customer shall bear contracting fees according to the defined regulations, in addition to utility connection fees (gas, electricity, water), which are paid upon activation.

4. The prices per square meter listed in the brochure are indicative estimates.

Payment Method for Residential Units in Zilal Project – Second Phase

1. An amount of EGP 250,000 must be paid as a reservation deposit, along with EGP 1,000 non-refundable registration fees, to be paid in one installment upon application.

Details for Paying the Remaining Unit Value

1. Quarterly Installments: An amount of EGP 100,000 is paid over three quarterly installments, with the first installment due three months after reservation and the last one at handover.

2. Annual Installments: An amount of EGP 150,000 is paid as annual installments, to be completed within a maximum of three years after the reservation period ends.

3. Once 50% of the unit value is paid, an additional 1% administrative fee and 0.5% for the Board of Trustees and maintenance deposit must be paid within two months from the due date of the last installment.

4. The remaining 50% is divided into equal quarterly installments over 3 or 5 years, with interest equivalent to the interest rate announced by the Central Bank of Egypt at the due date, plus 2% (as per Ministry of Finance regulations) and 5% collection fees. The first installment is due three months after receiving the unit, with post-dated checks submitted before handover.

5. In case of delayed payment of any installment, a late penalty will be applied, including the current Central Bank interest rate plus 0.5% collection fees, calculated from the due date until payment is made.

Reservation Conditions for Zilal Project Units – Second Phase

1. The applicant must be an Egyptian citizen and a natural person.

2. The minimum age of the applicant should be 21 years at the time of application, with full legal capacity for financial transactions.

3. The laws and regulations of the New Urban Communities Authority and relevant real estate regulations are considered an integral part of the reservation terms.

4. One family (husband and wife) is not allowed to reserve more than one unit within the same project, but they may apply for two units in separate projects within the same offering.

5. The announcement and brochure are considered an integral part of the sales contract.

6. Payment of the reservation deposit is deemed final acceptance of all terms and conditions outlined in the brochure.

7. Submission of the reservation request is considered an acknowledgment of viewing and accepting all conditions and project details.

8. Unit allocation is subject to the regulations of the New Urban Communities Authority and real estate legislation.

9. The housing units are strictly for residential use, and changing the usage may lead to contract termination.

10. Each unit includes a proportional share of the land area based on its total space.

11. Ground floor units may include private gardens of varying sizes, allocated in exchange for usufruct fees according to applicable regulations.

12. Penthouse units include a roof area, with the price per square meter of the roof calculated at 50% of the residential unit price, as per approved plans.

13. Unit delivery is expected within no less than two years from the reservation date.
