The Ministry of Housing, Utilities, and Urban Communities continues to offer various investment opportunities in new cities to Egyptian and foreign investors through the digital platforms of the New Urban Communities Authority. The initiative aims to attract more investments and maximize the use of state-owned assets.

The opportunities are offered from the 1st to the 15th of each month in both local and foreign currencies. The plan aims to improve the investment environment, simplify procedures, and strengthen digital transformation and governance in managing investment opportunities.

Supporting the Private Sector

Eng. Randa El-Menshawy, Minister of Housing, Utilities, and Urban Communities, said the new offerings are part of the state’s approach to maximizing the use of available opportunities in new cities and supporting private-sector participation in development and urban projects.

She explained that new cities have become a key hub for urban and economic development. This comes as they witness the expansion of projects and investments across various sectors, strengthening their ability to attract investments and accommodate more residents.

The minister added that, according to planning studies, a large share of the offered sites is located along major axes, regional roads, and areas with high population densities. This enhances the economic feasibility of the proposed projects.

Offering Figures

Dr. Walid Abbas, Deputy Minister of Housing for New Urban Communities, said new cities are witnessing major growth in development and investments. He noted that around 93 investment opportunities were offered in September 2026 through the Investor Services Portal in Egyptian pounds for Egyptian companies.

He explained that the areas of these opportunities range from 500 square meters for small and medium-sized projects to more than 280,000 square meters for major projects and mixed-use developments.

He added that around 170 investment opportunities were offered through the Foreign Investment Portal during the same month. Their areas range from 1,000 square meters to more than 70,000 square meters, meeting the needs of different investor categories.

Foreign Interest

Abbas revealed that the ministry received around 311 applications from foreign companies during August 2026. Of these, 244 applications met the offering requirements, indicating growing interest in investment opportunities in new cities.

The offered activities cover more than 15 investment fields, including commercial, administrative, medical, educational, sports, entertainment, hotel, tourism, service, and logistics activities, in addition to mixed-use projects.

Targeted Cities

The investment opportunities are distributed across several new cities, including New Cairo, New Alamein, New Damietta, El Shorouk, Obour, New Obour, Badr, 15th of May, New Minya, New Suez, and New Borg El Arab, as well as other cities in Upper Egypt.

Digital Transformation

Eng. Ahmed Ibrahim, Vice President of the New Urban Communities Authority for the Planning and Projects Sector, explained that the ministry is working to develop the digital investment system to provide the highest levels of efficiency and transparency in managing assets and investment opportunities.

He noted that the system relies on digitizing all stages of the process, starting with announcing opportunities and uploading data, maps, and documents, followed by submitting applications electronically, reviewing and evaluating them, and finally issuing decisions.

He confirmed that these measures help reduce reliance on paper documents, save time, and improve the quality of services provided to investors. They also standardize application evaluation criteria and ensure that investors can easily track the different stages of the process electronically.
