The Ministry of Housing, Utilities, and Urban Communities has announced a new step to enhance the attractiveness of Egypt’s real estate market and streamline investment procedures by launching a new electronic system to notify companies and investors of land allocation decisions and final land prices. For the first time, these notifications will be delivered through the Foreign Investment Portal and the Investor Services Portal of the New Urban Communities Authority (NUCA).
In a statement, Minister of Housing, Utilities, and Urban Communities Eng. Randa El-Menshawy said that the Real Estate and Commercial Affairs Sector at NUCA has begun sending electronic notifications of land allocation decisions issued by the Authority’s Board of Directors during its 216th session in 2026, including the final pricing of land allocated to investors.
The minister explained that this step aligns with the state’s broader digital transformation strategy and ongoing efforts to modernize government services. The initiative is expected to accelerate transaction processing, improve institutional efficiency, strengthen governance and transparency, enhance the investor experience, and create a more competitive environment for attracting both domestic and foreign investments.

The housing minister noted that relying on electronic platforms to notify companies of land allocation decisions and final pricing marks a significant advancement in the investment services provided by the New Urban Communities Authority. The new system reduces processing time and administrative effort while allowing investors to monitor the status of their applications electronically without the need for paper-based procedures.
She added that the platform will also accelerate the completion of required procedures and facilitate the payment of financial obligations owed to the authority through clear and documented mechanisms, ensuring a balance between providing efficient services to investors and safeguarding the state’s rights.

Integrated Digital Platform for Real Estate Investment Services
For his part, Dr. Walid Abbas, deputy minister of housing for urban communities, said that the introduction of new services through the Foreign Investment Portal and the Investor Services Portal is part of the authority’s plan to modernize its real estate and investment service system by adopting advanced digital solutions for communication with investors.
He explained that electronic notifications of land allocation decisions and final pricing are intended to simplify procedures, reduce paperwork, and achieve the highest standards of accuracy and transparency, thereby enhancing the competitiveness of Egypt’s new cities and encouraging increased foreign investment in the country’s real estate sector.
Immediate and Verified Notifications Through Digital Platforms
Meanwhile, Dr. Ahmed Emara, Supervisor of the Real Estate and Commercial Affairs Sector at the New Urban Communities Authority, said that the sector has already begun implementing the electronic notification system for companies regarding land allocation decisions issued by the Authority’s Board of Directors, including final land prices, through both the Foreign Investment Portal and the Investor Services Portal.
He confirmed that the new system ensures that notifications are delivered immediately and through verified digital channels, helping companies complete the required procedures more quickly and settle their financial obligations within the specified deadlines. He added that digital transformation is one of the authority’s core priorities for improving institutional performance and enhancing the quality of services provided to investors.
Emara further noted that integration among the authority’s various electronic systems contributes to building a smart government platform powered by technology, delivering faster and more efficient services in line with the state’s vision of supporting investment and improving the business climate.
