Egypt witnessed significant reforms in the Old Rent Law in 2025, as the rental relationship between landlords and tenants was adjusted to align with current economic and social developments. The amendments included setting clear timeframes for rental contracts, reassessing rental values, and introducing mechanisms to provide alternative housing units for tenants.
In a major legislative step, President Abdel Fattah El-Sisi ratified Law No. 164 of 2025, which officially ended the enforcement of previous laws governing landlord-tenant relations. The new law aims to unify legal provisions and regulate rental relationships in a way that keeps pace with economic and social transformations.
Official Eviction Periods Under the Law:

For residential units, the rental period has been set at 7 years starting from the date the law takes effect.

For non-residential units, the rental period has been fixed at 5 years under the same timeline.

Upon the end of the 7-year period for residential units, the law allows for contract renewal if both parties mutually agree to new terms.
Mechanism for Determining Rental Values Based on Area Classification:

Prime Areas: Rental value set at 20 times the current legal value, with a minimum of EGP 1,000 per month.

Medium Areas: Set at 10 times the current legal value, with a minimum of EGP 400.

Economic Areas: Also 10 times the current legal value, with a minimum of EGP 250.
These new rental values take effect starting from the due date of the rent for the month immediately following the activation of the law. Additionally, an annual increase of 15% will be applied to the rent throughout the transition period — 7 years for residential units and 5 years for non-residential units.
In a related announcement, the Ministry of Housing, Utilities, and Urban Communities confirmed that applications for alternative housing units will open starting October 1, 2025, and will remain available until the end of December of the same year.
