Engineer Randa El-Mashat (El-Mashanawy), Minister of Housing, Utilities, and Urban Communities, announced an extension of the application period for housing unit implementation projects carried out in cooperation with private-sector real estate developers under the presidential initiative “Housing for All Egyptians.” The new deadline has been extended by 15 days, concluding on June 14, 2026.

The Minister of Housing, Utilities, and Urban Communities explained that the decision to extend the deadline came due to the overlap between the previously set closing date of May 30, 2026, and the Eid Al-Adha holiday period. The extension aims to provide all companies with sufficient time to complete their applications and submit the required documentation.
Land Offer Details Across Multiple Cities
Dr. Walid Abbas, Deputy Minister of Housing for Urban Communities, stated that the current offering includes strategically located land plots across several new cities.
He noted that four plots are available in Hadayek October City, specifically plots (3, 4, 5, and 6) located at the intersection of Fayoum Road and the South Dahshur Link.
In 10th of Ramadan City, two plots are offered: one north of the 14th District and another within the central park area north of the 15th District.
In New October City, one plot is included south of El-Wahat Road.
In New Sohag City, a single plot is located near the Assiut–West Sohag Road.
Sadat City includes two plots located in the Al-Nargis and Al-Zohour districts.
Meanwhile, New Obour City offers four plots: one south of the 14th district and three others in the 25th district near the Middle Ring Road (plots 2, 12, and 14).
New Assiut City includes one plot in the southeastern expansion areas, while New Capital Gardens includes two plots (8 and 9) in the Gardenia district.

Developer Participation and Investment Scale
Mai Abdel Hamid, CEO of the Social Housing and Mortgage Finance Fund, stated that the offering has attracted significant interest from private-sector developers, with 22 companies already submitting applications and additional interest continuing to grow.
She confirmed that the initiative covers multiple cities, including Hadayek October, 10th of Ramadan, New October, New Sohag, Sadat, New Obour, New Assiut, and New Capital Gardens. The total land area reaches 383.12 feddans, with a planned output of approximately 19,000 housing units.
Implementation Timelines and Infrastructure Responsibilities
She explained that the execution period for residential, administrative, and commercial components—representing 80% of the total land area—is four years from the date of the first ministerial decree, with a maximum of six months from contract signing to commencement. The remaining 20% allocated for service areas must be completed within five years.
She added that the New Urban Communities Authority is responsible for delivering basic utilities (water, sewage, irrigation, and electricity) up to the boundary of each plot within one year from the issuance of the first ministerial decree.
Developers, at their own expense, must design and implement all internal infrastructure networks and connect them to external utility systems in compliance with approved standards and relevant authorities.
Developer Obligations and Beneficiary Conditions
The tender documents require developers to open reservations for fully finished residential units targeted at low-income citizens, to be delivered within 36 months under the “Housing for All Egyptians – Private Sector Partnership Axis,” subject to approval by the Social Housing and Mortgage Finance Fund before publication.
Beneficiary eligibility will be verified through field investigations and checks ensuring applicants have not previously benefited from housing programs, do not own other housing units, and meet specified income limits.
The fund also provides subsidized mortgage financing for eligible beneficiaries for up to 20 years at an 8% interest rate, along with additional cash subsidies determined according to income level at the time of contract signing.
Submission Rules and Final Deadlines
The CEO confirmed that both technical and financial envelopes must be submitted in person at the headquarters of the New Urban Communities Authority in the Governmental District of the New Administrative Capital during official working hours within the offering period only, no later than 3:00 PM on the final day. Late submissions will not be accepted.
A public lottery date will be announced later, and applicants will be invited to attend. Developers may withdraw their applications no later than one working day after the end of the offering period; otherwise, failure to complete procedures will be treated as a withdrawal.
