The Official Gazette published today the decision issued by the Ministry of Housing, Utilities, and Urban Communities No. 222 of 2026 concerning the approval of the detailed plan for the regional services zone situated on the Middle Ring Road within districts (25) and (26) in New Obour City.

The area spans 545.15 feddans and will be implemented in line with the designated activities, planning regulations, and building requirements outlined in the map attached to the decision, which forms an inseparable part of it.

Decision No. 222 of 2026 by the Ministry of Housing, Utilities, and Urban Communities stated:

The Minister of Housing, Utilities, and Urban Communities, after reviewing Law No. 59 of 1979 regarding the establishment of new urban communities; the Local Administration System Law issued under Law No. 43 of 1979 along with its executive regulations and amendments; Law No. 143 of 1981 concerning desert lands and its amendments; Law No. 7 of 1991 related to certain provisions governing the State’s private property and its amendments; the Environment Law issued by Law No. 4 of 1994 and its amendments; the Building Law issued under Law No. 119 of 2008 together with its executive regulations and amendments;

Housing Ministry Approves Detailed Plan for Regional Services Zone on the Middle Ring Road in New Obour City

Presidential Decree No. 249 of 2016 establishing New Obour City under the New Urban Communities Authority, Presidential Decree No. 258 of 2024 regarding the formation of the Cabinet, and Ministerial Decree No. 1005 of 2017 approving the strategic master plan for New Obour City, and based on the submitted memorandum, has decided the following:

Article One

Approval is granted for the detailed plan of the regional services area located on the Middle Ring Road in districts (25) and (26) in New Obour City, covering a total area of 545.15 feddans, in accordance with the approved activities and the planning and building requirements specified in the map attached to this decision, which shall be regarded as an integral part thereof.

Article Two

This decision shall be published in the Egyptian Gazette and shall come into force on the day following its publication date, issued on 3/2/2026.
