Eng. Randa El-Menshawy, minister of housing, utilities, and urban communities, held an expanded meeting with the vice presidents of the New Urban Communities Authority (NUCA) in the presence of Dr. Walid Abbas, deputy minister for new urban communities; Eng. Ahmed Omran, deputy minister for utilities; and a number of ministry officials.
The meeting focused on following up on the latest developments across the Authority’s various sectors, reviewing the implementation status of a number of files and projects, and discussing the work plan and priorities for the upcoming period in a way that contributes to accelerating completion rates, maximizing the utilization of the Authority’s resources and assets, and improving the level of services provided to citizens.
At the beginning of the meeting, Eng. Randa El-Menshawy thanked the vice presidents of the New Urban Communities Authority for their efforts and performance in their respective positions, stressing that the upcoming period requires greater work, coordination, and integration among the Authority’s various sectors.
She emphasized the need to focus on priority files and quickly take the necessary measures to address challenges and resolve problems in a manner that directly contributes to improving implementation rates and the quality of services provided to citizens.
The minister affirmed that the housing sector is among the priorities for the upcoming period, directing that the completion and implementation of housing units be accelerated, particularly the units under the presidential “Housing for All Egyptians” initiative.
She stressed the need to complete these units and deliver them to eligible citizens as soon as possible while ensuring coordination between the authority and the Social Housing and Mortgage Finance Fund to guarantee that the units are ready, all necessary procedures are completed, and the units are delivered to eligible beneficiaries and applicants according to the specified schedules.
Eng. Randa El-Menshawy stressed the need to develop practical and unconventional solutions for files facing challenges, rather than simply identifying problems. She called for accelerating the decisions and procedures needed to overcome these obstacles and increase completion rates, emphasizing that the current stage requires moving from proposing ideas to actual and decisive implementation, according to clear timelines and precise follow-up mechanisms.
The minister also directed that procedures related to the establishment of the Real Estate Developers Federation be completed promptly and that the necessary measures in this regard be accelerated in a way that supports the regulation of the real estate market and creates a more efficient and attractive environment for real estate investment, in line with the state’s approach to supporting and regulating the sector.
Regarding the Northwestern Coast, Eng. Randa El-Menshawy stressed the importance of continuing efforts to develop the region and maximize the utilization of its development and investment potential. She also called for advancing efforts related to legalizing the status of lands added to a number of new cities and quickly completing the necessary procedures in this regard, in addition to completing the utility infrastructure works for the “Beit Al Watan” project.
The minister also directed the development of an integrated plan to develop and upgrade existing cities, improve the level of services and utilities, enhance the urban appearance, and upgrade roads, main corridors, green spaces, and service areas in a manner that meets residents’ current and future needs and ensures the preservation of the investments made in these cities.
Eng. Randa El-Menshawy emphasized the importance of regular and continuous follow-up of all work files across the various new cities nationwide. She stressed that follow-up should not be limited to major projects but should extend to all sectors of work, including operations, maintenance, services, and utilities, with prompt action to address any observations or obstacles and the establishment of clear performance indicators to measure completion rates and monitor the implementation of assigned tasks.
The minister also stressed the need to maximize the revenues of the New Urban Communities Authority and make proper use of vacant land and the authority’s assets by developing an integrated vision for utilizing them in a manner that achieves the highest development and economic returns, is consistent with the strategic plans and needs of the cities, and ensures the optimal use of the authority’s resources.
At the conclusion of the meeting, Eng. Randa El-Menshawy stressed that the primary objective during the upcoming period is to accelerate the pace of work and transform plans and directives into tangible results on the ground.
She affirmed that the Ministry is working according to a vision aimed at completing projects, maximizing the utilization of investments and assets, developing existing and new cities, and meeting citizens’ needs, while maintaining close monitoring of implementation rates and performance quality.
