Eng. Randa El-Menshawy, Minister of Housing, Utilities, and Urban Communities, confirmed that she is following up on the results of campaigns to remove encroachments, address violations, and improve the efficiency of services in a number of new cities, in cooperation with the relevant authorities. The campaigns aim to maintain discipline, preserve the civilized appearance, and support the level of services provided to citizens.
These campaigns are part of efforts to preserve development gains and state rights, alongside the implementation of maintenance and efficiency improvement works for roads, utilities, and service areas within the new cities.
New Cairo Campaigns
The New Cairo City Authority continued its campaigns to remove encroachments and address violations in several neighborhoods, areas, and main roads. Encroachments by street vendors were removed in areas of the Fifth Settlement, while violations involving kiosks in the Beit Al Watan Services Area were removed and the necessary legal measures were taken.
The authority also addressed construction violations in the Carnation Services Area in the First Settlement, where construction work on illegal rooftop rooms was halted. Encroachments were also removed in the Third District and around Al-Saraya Mall, while cleaning and waste removal operations continued in several areas of the Third Settlement.
Intensive Measures in Obour
Obour City implemented a field monitoring plan and measures to improve service efficiency, alongside inspection campaigns to address encroachments, infringements, and random practices.
During July 2026, the campaigns resulted in the removal of 35 road encroachments, 117 illegal electrical connections, 9 unlicensed advertisements, 19 illegal awnings, and 3 illegal wooden kiosks, in addition to a number of unauthorized food and beverage carts.
A total of 700 road-encroachment citations and two public-cleanliness citations were issued, while 20 immediate fines were collected. Legal measures were also taken against the violations detected.
Addressing Activity Changes
The Obour City campaigns also covered violations involving changes in land use and encroachments on land and facilities. Decisions were implemented concerning plots of land that had violated their designated purposes, along with the immediate removal of an illegal building under construction.
A violation involving a basement on one of the plots next to the Dar Misr Housing Project in the Recreational District was also detected due to a change in activity, with the equipment used being confiscated. Encroachments were additionally removed in Locality 34 in the Second District, while evening campaigns were conducted in the Sixth, Seventh, and First districts and along the main roads.
Monitoring El Shorouk and Hadayek October
The El Shorouk City Authority continued its large-scale campaigns to remove encroachments and infringements and reopen passageways and roads for residents and pedestrians. The campaigns covered vital areas and Red Sea Housing, with legal measures taken against violations.
In Hadayek October City, the authority took the necessary measures to withdraw a number of land plots and commercial shops due to failure to pay outstanding financial dues. The measures included plots in the 4R Services Axis, the 620-Feddan Area, and Sectors “Y” and “S” in the Seventh Area.
Development of New Beni Suef
The New Beni Suef City Authority followed up on maintenance and efficiency improvement works for roads, main axes, and city entrances, with the aim of improving the road network, supporting traffic flow, and enhancing the city’s appearance.
The authority also carried out a campaign to implement decisions issued by the Industrial Development Committee and administrative decisions concerning the withdrawal of land plots whose allocations had been canceled due to failure to demonstrate seriousness in implementing the projects. The campaign resulted in the implementation of six withdrawal decisions involving land plots in the Light Industries and Youth Workshops areas.
The minister of housing stressed the need for continued decisive action against violations, encroachments, and infringements while continuing to improve the efficiency of services, utilities, and roads in support of building integrated urban communities that are attractive to residents and investors.
