In line with the Ministry of Housing, Utilities, and Urban Communities’ efforts to broaden private sector involvement in housing projects, the ministry has announced an extension of the application period for the residential development project being carried out in partnership with real estate developers under the presidential initiative “Housing for All Egyptians.”
Applications Extended by 15 Days: Housing Unit Locations and Reservation Requirements
The application window has been extended for an additional 15 days, with the new closing date set for June 14, 2026, instead of the previously announced deadline of May 30, 2026. The extension was granted due to the coincidence of the original deadline with the Eid Al-Adha holiday, allowing interested companies more time to finalize and submit their application documents.
The move is intended to maximize participation from real estate development companies in the initiative, which aims to establish fully integrated residential and service-oriented communities across a number of new cities.
The offering includes land plots situated in distinguished locations within several cities, spanning a total area of approximately 383.12 feddans and designated for the construction of nearly 19,000 residential units.
New Affordable Housing Units in 8 Cities with Mortgage Terms of Up to 20 Years
In Hadayek October City, four land plots—numbered 3, 4, 5, and 6—are included in the offering. These plots are located at the junction of Fayoum Road and the Southern Dahshour Connector Road.
In 10th of Ramadan City, two plots are being offered. One is located north of the 14th District, while the other is situated within the Central Park area north of the 15th District.
Fully Finished Apartments with Subsidized Mortgage Financing
In New October City, a land plot has been designated south of Al Wahat Road, while New Sohag City features a plot located near the Assiut–Sohag Western Road.
The offering in Sadat City includes two plots located in the Nargis and Al Zohour neighborhoods. In New Obour City, four plots are available: one south of the 14th District and three others within the 25th District near the Middle Ring Road, identified as plots 2, 12, and 14.
Meanwhile, New Assiut City includes a land plot within the Southeastern Expansion Area, and Capital Gardens City features two plots, numbered 8 and 9, in the Gardenia District.
Significant Interest from Real Estate Development Companies
Mai Abdel Hamid, Chief Executive Officer of the Social Housing and Mortgage Finance Fund, stated that the offering has received strong interest from real estate developers. She noted that 22 companies have already submitted applications, with additional participation expected during the remaining application period.
She explained that the New Urban Communities Authority will provide the essential infrastructure services—including water, sewage, irrigation, and electricity—up to the boundaries of each plot within a maximum of one year from the issuance of the first ministerial decision. Developers will be responsible for implementing all internal utility networks at their own cost and according to approved technical standards.
Abdel Hamid added that, under the terms and conditions of the offering, developers are required to deliver fully finished residential units for low-income citizens as part of the presidential initiative “Housing for All Egyptians.” The units will be offered through subsidized mortgage financing programs featuring repayment periods of up to 20 years and an interest rate of 8%.
She further emphasized that both technical and financial proposal envelopes must be submitted to the headquarters of the New Urban Communities Authority in the New Administrative Capital during official working days only, no later than 3:00 PM on the final day of the application period. Applications submitted after the deadline will not be considered.
She also indicated that a date will be announced for a public lottery to be held in the presence of applicants. Participants will have the right to withdraw their applications within one working day following the close of the offering period; otherwise, the application will be deemed canceled.
