The state continues its efforts to provide adequate housing solutions for low- and middle-income citizens by launching a new phase of the presidential initiative “Housing for All Egyptians 2026.”

This phase includes thousands of fully finished residential units, offered with eased financing conditions such as the lowest interest rates available and extended repayment periods, giving citizens a genuine opportunity to own suitable housing.

The initiative is implemented through cooperation between the Social Housing and Mortgage Finance Fund and the New Urban Communities Authority, as part of the state’s broader strategy to expand housing projects and diversify residential offerings across new cities.

Announcement Date of the Terms Booklet

The Ministry of Housing, Utilities, and Urban Communities announced that the project’s terms booklet will be made available electronically via the official website of the New Urban Communities Authority, starting from April 30, 2026, until May 30, 2026. This allows applicants to review all requirements and project details before submitting their applications.

The offering is designed to strengthen cooperation with the private sector to ensure continuous delivery of housing units tailored to different income groups while maintaining flexible repayment systems under the mortgage finance framework.

Payment and Mortgage Financing System

The project adopts mortgage financing mechanisms with a declining interest rate starting from 8% and repayment periods extending up to 20 years. In some cases, installment plans may reach up to 30 years, depending on approved financing conditions.

Cities Included in “Housing for All Egyptians 2026”

The new phase includes approximately 19,000 housing units distributed across several new cities, including:

  • Hadayek October
  • 10th of Ramadan City
  • New October City
  • New Sohag
  • El Sadat City
  • New Obour City
  • New Assiut
  • Hadayek Al Asima

These units are being developed over a total area exceeding 383 feddans across various designated project locations.

Project Implementation Details

  • Residential construction duration extends up to 4 years.
  • Infrastructure and service works take approximately 5 years.
  • The New Urban Communities Authority is responsible for delivering main utilities within one year.
  • Real estate developers handle internal utility networks and their connection to public infrastructure.

Application Conditions for “Housing for All Egyptians” Units

The terms booklet outlines several key eligibility conditions, including

  • The applicant must not have previously benefited from any subsidized housing unit.
  • The applicant must not own another residential property.
  • Compliance with the income limits specified in the announcement.
  • Commitment to receiving the unit within the designated timeframe after allocation.

Additionally, units are required to be fully finished and delivered within a maximum of 36 months from the contract date.

Application Method and Allocation Mechanism

Applications, along with required documents, must be submitted at the headquarters of the New Urban Communities Authority in the New Administrative Capital during the official application period. The date of the public lottery to select beneficiaries will be announced later.

Applicants are also allowed to withdraw their reservation within a specific period in accordance with the applicable regulations.

  • Marriage, divorce, or death certificate, depending on marital status
  • Birth certificates of children
  • Recent utility bill for current residence
  • Disability certificate issued by medical authorities (if applicable), along with fulfillment of required conditions
