Housing: Expected Increase Value in Old Rent Following the Government’s Latest Decision

The attention of millions of tenants and property owners is focused on the recent decision regarding the Old Rent Law, which involves extending the mandate of the committees responsible for assessing residential and commercial units covered by the law. This extension came after these committees were originally scheduled to cease their work by the end of this October. The decision aims to complete the process of inventorying and accurately evaluating units before the new rental values are officially applied.

Implementation Begins and Details of the Committees’ Tasks in the Old Rent Law

Law No. 164 of 2025 entered into force mid-year. The law stipulated the formation of specialized committees in each governorate to determine the fair rental value for each area, commensurate with the level of services and geographical location. Proposed Increases for Old Unit Rents

The law has outlined preliminary rent increases ranging from 10 to 20 times the previous value, depending on area classifications. It set a minimum rent of 250 EGP for economic units, 400 EGP for medium-category units, and 1000 EGP for units in prime areas. It also approved an annual increase of 15%, applied automatically without the need for a new agreement between the property owner and the tenant.

Until the committees complete their work and the new prices are approved, the collection of preliminary, fixed rental values for each unit is permitted, based on the specified minimum. These values will be reviewed immediately upon the completion of the assessment processes.

The new amendments are expected to contribute to achieving a greater balance in the relationship between the property owner and the tenant, in addition to repricing old units in a way that reflects their true value according to the current market.
