The issue of the old rent law concerns millions of Egyptians. After the House of Representatives approved the law regulating the relationship between landlords and tenants, both parties began to wonder about its implementation timeline and which categories will be affected.
Legal expert Yasser Ahmed clarified that the law will come into force after it is published in the Official Gazette and ratified by the President of the Republic. It will apply nationwide, especially in older areas where buildings and commercial rental agreements have existed for decades — including properties built before January 30, 1996.
The new law repeals previous legislation from 1977 and 1981 and aims to create a more balanced relationship between property owners and tenants.
Article 4 of the Law Outlines the Rent Increases as Follows:

Apartments in premium areas: Rent will increase by 20 times, with a minimum of EGP 1,000.

Apartments in mid-level areas: Rent will increase by 10 times, with a minimum of EGP 400.

Apartments in economic areas: Rent will increase by 10 times, with a minimum of EGP 250.
Article 5 stipulates that the rental value of units leased for non-residential purposes will be five times the current rate, with an annual increase of 15%.
