Engineer Adel El-Naggar, Governor of Giza, participated in the launch of the first phase of the National Smart Cities Strategy dedicated to new cities. The event was organized by the Ministry of Housing, Utilities, and Urban Communities in cooperation with several ministries and international entities. It was attended by prominent officials, including Engineer Sherif El-Sherbiny, Minister of Housing, Dr. Amr Talaat, Minister of Communications and Information Technology, Dr. Manal Awad, Minister of Local Development and Acting Minister of Environment, as well as Dr. Ibrahim Saber, Governor of Cairo, Swiss Ambassador Andreas Baum, and Stefan Gimberth, Regional Director of the World Bank Group for Egypt, Yemen, and Djibouti, along with representatives of governmental bodies and development partners.
In his speech, the Governor of Giza stressed that this strategy represents a qualitative leap toward establishing modern, self-sufficient cities that rely on national capabilities and advanced technological infrastructure. He explained that this contributes to achieving sustainable development and improving the quality of life for citizens. He also highlighted that under the leadership of President Abdel Fattah El-Sisi, Egypt chose from the outset a scientific and systematic approach to confront challenges, which positively reflected in achieving tangible accomplishments in urban development and the creation of new cities.

El-Naggar added that the state has succeeded in changing citizens’ perception of new cities, as they now provide an integrated living environment that transformed the desert into vibrant communities. This has helped provide suitable housing for all social groups, reduced pressure on the Nile Valley and Delta areas, protected agricultural lands, and addressed problems of congestion, pollution, and informal settlements.
He further explained that Giza Governorate has prepared a comprehensive vision aligned with Egypt Vision 2030, which includes integrating smart applications to manage new cities with the aim of improving the efficiency of public services. It also encompasses expanding green transport projects to reduce emissions and alleviate traffic congestion. He emphasized the importance of strengthening partnerships with the private sector in the fields of digital transformation, new and renewable energy, while focusing on developing social and humanitarian services in sectors such as health, education, and community care.
Governor Adel El-Naggar concluded his remarks by expressing gratitude to all partners and supporters, including the Swiss government, the Swiss Embassy in Cairo, the World Bank Group, as well as various ministries such as the Ministry of Housing, Utilities, and Urban Communities, the Ministry of Planning and Economic Development, and the Ministry of International Cooperation. He affirmed that fruitful cooperation between the state and international partners enhances the capacity to achieve the ambitious goals of this strategy.
