Eng. Mahmoud Mourad, Head of the New Obour City Development Authority, affirmed that, in line with the directives of Eng. Randa El Menshawy, Minister of Housing, Utilities, and Urban Communities, to closely monitor investor and customer files, remove obstacles facing them, and implement the assignments of Dr. Eng. Walid Abbas, Deputy Minister of Housing for the New Urban Communities Authority, Dr. Ahmed Emara, Supervisor of the Authority’s Real Estate and Commercial Affairs Sector, held an expanded meeting with officials from the Real Estate, Legal, and Land Regularization Departments at the New Obour City Development Authority to review the implementation of the new package of facilitation measures, promote investment, and accelerate the completion of real estate files.

The meeting, attended by Mohamed Khairy and Dr. Mostafa Selima, Assistant Deputies to the NUCA Vice Chairman for the Real Estate and Commercial Affairs Sector, along with sector officials and representatives from the New Obour City Development Authority, reviewed several strategic priority files.
These included procedures related to the “Maskan” and “Beit Al Watan” projects, which aim to provide residential land plots for Egyptian citizens both inside and outside the country, supporting urban expansion plans and enhancing investment opportunities.
Competition Among 28 Companies Reflects New Obour’s Investment Appeal
Dr. Ahmed Emara also reviewed the status of the partnership project with real estate developers, implemented in cooperation with the Social Housing and Mortgage Finance Fund. He emphasized that the competition among 28 companies for four prime sites in New Obour City reflects the growing confidence in the city and reinforces its position as one of Egypt’s leading destinations for real estate investment.

Implementing New Facilitation Measures to Encourage Investment
The meeting discussed mechanisms for implementing the latest package of facilitation measures approved by the New Urban Communities Authority, with the aim of enabling investors to benefit from them more quickly, removing obstacles, and accelerating project implementation. These efforts are intended to support investment activity and strengthen the business environment.
Dr. Ahmed Emara stressed that the private sector is a key partner in achieving urban development while emphasizing the importance of safeguarding state rights and applying the governing regulations in a manner that balances investment promotion with the protection of public assets.
Accelerating File Completion and Improving Services
Dr. Ahmed Emara highlighted that the current phase requires stronger coordination among all departments, faster completion of pending files, and continuous improvement in the quality of services provided to investors and clients.
He noted that these efforts align with the state’s vision of improving the investment climate and achieving sustainable urban development in Egypt’s new cities. Dr. Ahmed Emara also conveyed the appreciation and gratitude of Eng. Randa El Menshawy, Minister of Housing, Utilities, and Urban Communities, to the employees for their outstanding efforts.
He further conveyed the appreciation of Dr. Eng. Walid Abbas, Deputy Minister of Housing for the New Urban Communities Authority, for the achievements made so far, emphasizing the importance of maintaining the same level of efficiency and commitment during the coming period.
