The official gazette (Al-Waqa’i Al-Misriyah) published the Ministry of Housing, Utilities, and Urban Communities’ Decision No. 766 of 2026, regarding the removal of Property No. (18), Hussein Wasif Street, Dokki, from the Giza Governorate Architectural Heritage Register.
The decision implements the court ruling issued in Case No. 14519 of Judicial Year 66 during the session held on May 28, 2025, while taking into account the implementation guidelines set forth in the State Lawsuits Authority’s Letter No. 14967 of 2025.

Ministry of Housing, Utilities, and Urban Communities Decision No. 766 of 2026 was issued after reviewing the Constitution, Law No. 144 of 2006 regulating the demolition of buildings and structures that are not at risk of collapse and preserving architectural heritage, along with its executive regulations and amendments, as well as Presidential Decrees No. 258 of 2024 and No. 75 of 2026 concerning the formation of the Cabinet.
The decision was also based on Prime Ministerial Decree No. 2276 of 2006 regarding the criteria and specifications for buildings and structures of architectural significance, Prime Ministerial Decree No. 2273 of 2010 concerning the registration of certain properties in the Giza Governorate Architectural Heritage Register, and Prime Ministerial Decree No. 243 of 2019 delegating to the Minister of Housing the authorities stipulated in the aforementioned law regarding the registration, addition, and removal of properties in accordance with Article Two of the law.
The decision further relied on Ministerial Decision No. 1204 of 2024 establishing a ministry working group responsible for taking the necessary procedures concerning buildings and structures proposed for registration, addition, or removal from the inventory of architecturally distinguished buildings and structures in the governorates, in accordance with the provisions of the aforementioned law and its amendments.
The decision also referred to a copy of the ruling issued by the Administrative Court – Fifth Circuit, in Case No. 14519 of Judicial Year 66 during the session of May 28, 2025, bearing the executive enforcement formula.
The ruling accepted the case in form and annulled the challenged decision insofar as it included the registration of Property No. (18), Hussein Wasif Street, Dokki, among the architecturally distinguished buildings and structures in Giza Governorate.
The decision further referred to Letter No. 93 of 2026 from the Legal Adviser to the Minister and Deputy President of the State Council, which confirmed that there was no legal obstacle to preparing a ministerial decision to remove the property in implementation of the aforementioned court ruling, following receipt of the State Lawsuits Authority’s letter expressing no objection to executing the judgment.
The decision also cited Letter No. 3927 of 2026 from the Secretary-General of Giza Governorate, attached to the original State Lawsuits Authority Letter No. 14967 dated July 2, 2025, confirming there was no objection to implementing the court ruling in accordance with its reasoning and operative provisions while observing the implementation guidelines specified in the same letter.

Article One:
Property No. (18), Hussein Wasif Street, Dokki, shall be removed from the Giza Governorate Architectural Heritage Register in implementation of the court ruling issued in Case No. 14519 of Judicial Year 66 during the session held on May 28, 2025, while observing the implementation guidelines contained in the State Lawsuits Authority’s Letter No. 14967 of 2025.

This decision shall be published in the Egyptian Gazette (Al-Waqa’i Al-Misriyah).
