Egypt’s minister of housing, utilities, and urban communities, Randa El Menshawy, stressed that President Abdel Fattah El-Sisi gives high priority to the provision of suitable housing units within fully serviced, integrated urban communities.
She highlighted that the presidential initiative “Housing for All Egyptians” is the largest housing project being implemented across the country, targeting young people as well as low- and middle-income groups.
Social Housing and Mortgage Finance Fund
This statement came during her chairing of a meeting of the Board of Directors of the Social Housing and Mortgage Finance Support Fund, which discussed several topics related to the offering and execution of housing units under the “Housing for All Egyptians” initiative. The meeting was attended by Mai Abdel Hamid, the Fund’s Executive Director, board members, and a number of senior ministry officials.
Implementation of Housing Units
Mai Abdel Hamid presented an update on the progress of housing unit implementation under the initiative, noting that 809,185 low-income housing units have been completed so far, while an additional 200,271 units are currently under construction.
She added that 32,456 middle-income housing units are being developed in various new cities and governorates, along with 54,600 units under the Green Housing Project.
During the meeting, mortgage finance performance indicators were also reviewed. The number of low-income beneficiaries reached approximately 688,000, with total mortgage financing amounting to EGP 99.7 billion, in addition to EGP 10.4 billion in cash support, delivered through 23 banks and 8 financing companies.
For middle-income beneficiaries, the total number reached around 14,100, with financing of about EGP 5 billion provided through 11 banks and 4 financing companies.
Complaints and Customer Service System
The meeting also reviewed developments in the complaints and inquiries system, where the minister emphasized the need for rapid response to citizens’ feedback and strengthening communication channels. This is intended to build public trust, clarify facts, and address misinformation.
Mai Abdel Hamid stated that the official complaints platform received around 523,300 complaints, inquiries, and suggestions, achieving a 99% response rate. She explained that 60% were complaints, 39.75% were inquiries, and 0.25% were suggestions.
She further clarified that some application rejections occur due to specific reasons, such as data inconsistencies, field and credit investigation results, or prior allocation of housing units or land by the state, in line with social housing regulations. Citizens also have the right to submit appeals within a defined timeframe.
Refunds and Service Improvements
She confirmed that the fund enables the refund of reservation deposits through automated postal offices while also receiving complaints in cases of any difficulties to ensure prompt resolution. This aims to enhance service efficiency and improve the quality of services provided to citizens under the initiative.
