Deputy Minister of Housing Reviews the Draft Executive Regulations for the Water and Sanitation Law

Dr. Sayed Ismail, Deputy Minister of Housing for Utilities, held a meeting with the committee responsible for preparing the draft executive regulations of the new law. The meeting included the participation of legal advisors from the Ministry, representatives from the Water and Wastewater Regulatory Authority (WWRA), and the Consumer Protection Department.

This meeting comes as part of the Ministry of Housing’s continuous efforts to finalize the procedures related to the issuance of Law No. 172 of 2025 regulating the water and wastewater sector.

During the meeting, the Deputy Minister reviewed the progress made in drafting the executive regulations, emphasizing the importance of ensuring that the regulations reflect the strategic objectives of the law and translate its provisions into effective, applicable implementation mechanisms.

The meeting also discussed the proposed clauses to be included in the regulations, where committee members provided a detailed explanation of the key sections and regulatory provisions aimed at achieving institutional and supervisory integration among relevant entities, while ensuring improved service quality and sustainability.

It is worth noting that Law No. 172 of 2025 on the Regulation of the Drinking Water and Wastewater Utility, which was ratified and published in the Official Gazette earlier last month, seeks to enhance the efficiency and quality of water and sanitation services and ensure their continuity.

The law also aims to protect consumer rights and reinforce principles of transparency and equality in service provision. Additionally, it includes provisions that encourage investment in the water and wastewater sector while preserving public interest and organizing the sector’s operations through an independent supervisory and regulatory body.

The Deputy Minister concluded the meeting by stressing the importance of expediting the completion of the draft executive regulations in order to present them to the competent authorities for discussion and approval in their final form. This step is essential to ensure the optimal implementation of Law No. 172 of 2025 and to achieve the developmental goals of advancing Egypt’s water and sanitation sector.
