Deputy Minister of Housing Discusses Cooperation with a Chinese Company in the Field of Water Desalination

Dr. Sayed Ismail, Deputy Minister of Housing, Utilities, and Urban Communities, received a delegation from Jiangsu Fenghai, one of China’s leading companies in the fields of water desalination and new energy, to discuss potential areas of mutual cooperation.

The visit comes as a follow-up to the recent visit of Prime Minister Dr. Mostafa Madbouly to China, during which he extended an open invitation to Chinese companies and investors to explore investment opportunities in Egypt’s key sectors.

The meeting was attended by the Ministry’s Advisor for Project and Utility Affairs, deputies from the Holding Company for Water and Wastewater, and representatives from the Ministry of Housing’s Project Management Unit.

Dr. Sayed Ismail began the meeting by welcoming the Chinese delegation, emphasizing the strategic importance of seawater desalination as a vital component in diversifying Egypt’s water resources and strengthening national water security. He also highlighted the country’s current priority of localizing the production of electromechanical equipment used in desalination plants — a crucial step toward self-sufficiency and industrial growth.

During the meeting, representatives from the Holding Company for Water and Wastewater presented a detailed overview of Egypt’s ongoing efforts in the field of seawater desalination. The presentation revealed that the total production capacity of existing and under-construction desalination plants currently stands at approximately 1.7 million cubic meters per day.

Future expansion plans aim to increase this capacity to around 10 million cubic meters per day through upcoming projects that will be offered under public-private partnership (PPP) models.

The Chinese delegation praised Egypt and the Ministry of Housing for their remarkable progress in infrastructure development. They expressed their strong interest in contributing to the enhancement of Egypt’s desalination sector and in localizing related industries within the Egyptian market.

Dr. Sayed Ismail reaffirmed the Ministry of Housing’s commitment to its strategy aligned with the State Ownership Policy Document, which promotes broader private-sector participation and industrial localization. He also emphasized the Ministry’s dedication to expanding the use of modern technologies and producing water that meets the highest quality standards.

Moreover, he underscored the importance of strengthening private-sector involvement in the establishment, operation, and maintenance of desalination plants to help achieve Egypt’s sustainable development goals.
