This extension has been made to provide real estate developers with sufficient time to review the offering details and complete the required procedures in line with the approved regulations.

The current offering is being implemented through a partnership between the Social Housing Fund and the Real Estate Finance Support Fund alongside private developers. This cooperation aims to ensure the sustainability of providing suitable housing units for low-income groups while also increasing private sector involvement in delivering diverse residential projects that align with market demand.

The units will be offered through a mortgage financing system featuring a subsidized declining interest rate of 8%, with repayment periods extending up to 20 years, making homeownership more accessible for targeted income groups.

A spokesperson for the Ministry of Housing, Utilities, and Urban Communities confirmed that the new phase of the “Housing for All Egyptians 9” project will be announced soon, expected within a timeframe ranging from two weeks to one month.

He also noted that 383 feddans have been allocated to real estate developers to construct approximately 19,000 housing units, urging citizens to follow the official pages of the Ministry and the Social Housing Fund for the latest updates regarding dates and conditions.

The new offering includes around 19,000 housing units distributed across eight new cities:

  • 10th of Ramadan City
  • New October City
  • New Sohag City
  • New Sadat City

  • New Assiut City
  • Hadayek Al Asimah (Capital Gardens)

The total land area allocated for the project is approximately 383.12 feddans, distributed across several fully serviced plots prepared for development.

Project Implementation Details

According to the announced regulations, the construction period for the housing units is set at four years, while the implementation of utilities and services extends up to five years. The New Urban Communities Authority is responsible for delivering main infrastructure utilities within one year, while developers handle internal infrastructure works and linking them to the main networks.

Conditions for Benefiting from the Units

The terms booklet states that developers must provide fully finished housing units for eligible low-income citizens, with delivery not exceeding 36 months from the contract date, subject to approval from the Social Housing Fund.

Applications are assessed based on several criteria, including:

  • The applicant must not have previously benefited from a subsidized housing unit.
  • The applicant must not already own a residential property.
  • Compliance with the income limits set for the targeted categories.

Application Procedures

Technical and financial proposals are submitted at the headquarters of the New Urban Communities Authority in the New Administrative Capital during the official offering period. After evaluation, a public lottery will be conducted among eligible applicants. Applicants may also withdraw their applications within the specified timeframe in accordance with the governing rules.
