The Central Bank of Egypt announced on Thursday, October 16, 2025, the issuance of a new circular that includes amendments to the interest rates associated with mortgage finance initiatives. This came following the approval of the Cabinet in its 63rd session held on October 15, 2025.
The Central Bank indicated that this amendment was based on Prime Ministerial Decree No. 4151 of 2022, which stipulates that the Ministry of Finance will manage and oversee new financing initiatives or amend existing ones after obtaining Cabinet approval.

According to the new amendments, the interest rate in the mortgage finance initiative for middle-income citizens has been increased to 12% under the declining interest system, instead of the previous 8%. As for low- and middle-income segments, the interest rate has been adjusted to 8% declining instead of 3%.
The Central Bank confirmed that these amendments will apply to any new loans issued under the framework of the two initiatives starting from the date of the Cabinet’s approval on October 15, 2025.
